Editor's Note: This ordinance also repealed former Ch. 51,
Infrastructure Committee, adopted 12-17-2002 by Ord. No. 871 (Ch.
I, Part 13, of the 1993 Code of Ordinances).
There is hereby created a committee which shall be known as
the "Traffic and Infrastructure Committee of the Borough of West Reading."
B.Â
The size and composition of the Committee may from time to time be
changed by resolution of the Borough Council. The Borough Solicitor,
Borough Engineer and Parking Enforcement Officer will attend meetings
in an advisory capacity when so requested by the Committee. Citizen
membership on the Committee will not be a requirement; however, qualified
individuals may be asked to become a part of the Committee.

Members shall be appointed by the Borough Council's President
by and with the advice and consent of Borough Council. Each member
shall serve for one year, from January 1 to December 31.
The Traffic and Infrastructure Committee will meet at a time
mutually agreed upon by the members. The meeting schedule will be
confirmed with the Borough Council and will be advertised as part
of the public meeting schedule which is advertised each year in January.
A Chairman and Vice Chairman shall be elected, and a secretary will
be designated to record the minutes of the meetings.
The Traffic and Infrastructure Committee shall, at the request
of Council or on its own initiative, make recommendations to Borough
Council regarding these matters:

The Committee shall consider all aspects of traffic safety, flow,
control and parking within the public rights-of-way and shall recommend
to Council the implementation of changes.
B.Â
The Committee shall review and recommend action to be taken regarding
curb, sidewalk, storm sewer, drainage, sanitary sewer, water, streetlighting
or any other infrastructure matter, including acting as a liaison
between Borough Council and the Borough's maintenance employees
that may be directed or authorized by Council.

The Committee shall carry out those duties especially imposed upon
it by this chapter and consider any matters referred to the Committee
by Council.
A.Â
A quorum shall be a majority of those voting members of the Traffic
and Infrastructure Committee. A quorum of the Committee shall be required
before any vote is taken.
B.Â
Whenever a quorum is not present, at a regular or special meeting,
those present may adjourn the meeting to another day or hold the meeting
for the purpose of considering such matters as are on the agenda;
however, no official motion or vote may be taken.
