The administrative service of the City shall be under the supervision and direction of the City Manager, except as otherwise provided by the Charter, and shall be divided, as determined by the City Manager, into the following offices and departments, each of which shall be the responsibility of and under the control of a head as listed opposite such office or department. The Manager may from time to time, as deemed necessary, change responsibilities and/or control of any department:

Surety bonds, conditioned as required by § C6-5 of the Charter, shall be provided for officers and department heads by a blanket surety bond.

The administrative officers of the City shall have the duties and responsibilities prescribed in the Charter and in this Code.

All department heads shall keep informed as to the latest practices in their particular field and shall inaugurate, with the approval of the City Manager, such new practices as appear to be of benefit to the service and to the public.

Each department head shall be held responsible for the preservation of all public records under his or her jurisdiction and shall provide a system of filing and indexing the public records.

The City Manager is authorized to adopt such administrative regulations, in addition to but not inconsistent with the Charter and this Code, as he or she shall deem necessary and proper to provide for the adequate functioning of all departments. Such regulations shall comprise the Administrative Manual.

The City Manager shall establish a merit system of personnel management to include personnel rules and regulations to be set forth in a Personnel Manual issued by the City Manager. Such merit system of employment shall provide for but not be limited to appointments and promotions based on merit principles of employment.

(a) 
For the purposes of this section, the terms "City employee" and "City officer" include all relationships of employment with the City other than elective positions.
(b) 
For the purpose of eliminating the possibility of City employees or City officers engaging in activities which would be inconsistent, incompatible and in conflict with the performance of their City employment duties and responsibilities, a City employee who becomes a candidate for elective office with the City government shall take a leave of absence without pay when he or she complies with the candidacy filing requirements or 60 days before any election relating to the position, whichever date is closer to the election. If an employee is elected to an office with the City government, he or she shall resign from his or her employment during the elected term.
