Except as otherwise provided by law, the Charter or this Code,
the sections of this division shall be applicable to all boards and
commissions of the City.

All members of boards and commissions shall serve without compensation
as members thereof, unless otherwise expressly provided by the Charter
or this Code.

The City Clerk shall notify the appointing authority of any
board or commission 30 days prior to the expiration of the term of
office of any member thereof.

Any vacancy occurring in the membership of any board or commission
shall be filled for the remainder of the unexpired term in the manner
provided for an original appointment to such board or commission.

(a) The appointing authority may remove any member of any board or commission
for cause.
(b) Except as may otherwise be provided by law or specific bylaws of
the board, a member of any board may be removed by the appointing
authority for excessive absences. The chairperson of each board shall
be responsible for notifying the City Clerk of any person with excessive
absences, and the City Clerk shall notify the appointing authority
for action to be taken. The term "excessive absences" shall mean:
(1)
For a board which meets monthly on a regular basis, more than
four absences, excused or unexcused, in any consecutive twelve-month
period.
(2)
For a board which meets less often than monthly on a regular
basis, more than three absences, excused or unexcused, in any consecutive
twelve-month period.
(3)
For a board which meets more often than monthly on a regular
basis, more than five absences, excused or unexcused, in any consecutive
twelve-month period.

Each board and commission shall have power to make rules and
regulations concerning the administration of its affairs, not inconsistent
with laws, the Charter and this Code.

(a) A majority (one more than half of the members) for all appointed
boards, commissions and similar standing committees established by
the City Council shall be a quorum for the transaction of business,
but in the absence of a quorum, two or more members may adjourn any
regular or special meeting to a later date.
(b) The only business that shall be transacted in the absence of a quorum
is to take measures to obtain a quorum or to fix the time to which
to adjourn.
(c) Should any section of this Code or resolution of the City or of the
rules, regulations, and/or bylaws of any board, commission, or similar
standing committee be in conflict with this section, it is intended
that this section shall prevail.
