Parking meter zones are hereby established upon and along certain highways in the Borough of Burgettstown as follows: Main Street beginning at Citizen's Bank to the bike trail (Railroad Street); Main Street Extension, three meters.

Parking meters on the streets must be used between the hours of 8:00 a.m. and 6:00 p.m., Monday through Saturday, provided the requirements of this article as to parking time limit and as to deposit of coins in parking meters shall not apply on Sundays and legal holidays.

Parking meters installed in the parking meter zones established as provided in § 475-23 of this article shall be placed immediately adjacent to the individual parking spaces hereinafter described. Each parking meter shall be placed or set in such manner as to show that the parking space adjacent to such meter is or is not legally occupied. Each parking meter installed shall indicate by a proper legend the legal parking time established by the Borough and, when occupied, shall indicate on and by its dial and pointer the duration of the period of legal parking and, on the expiration of such period, shall indicate illegal parking or overparking.
Lines and/or markings shall be painted or placed upon the curb, sidewalk and/or highway adjacent to each parking meter for the purpose of designating the parking space for which such meter is to be used. Each vehicle parked adjacent to any parking meter shall be parked wholly within the lines or markings so placed and applicable to such meter. It shall be unlawful and a violation of this article to park any vehicle across any such line or marking, or to park any vehicle in such a position that such vehicle shall not be wholly within the area so designated by such lines or markings.
When a parking space in any parking meter zone is parallel with the adjacent curb or sidewalk, any vehicle parked in such parking space shall be parked so that the foremost part of such vehicle shall be nearest to the parking meter; when a parking space in any parking meter zone is diagonal to the curb or sidewalk, any vehicle parked in such parking space shall be parked with the foremost part of such vehicle nearest to such meter.
Whenever any vehicle is to be parked in any space adjacent to which a parking meter shall have been placed, at any time during the period of limited parking as herein prescribed, the operator of such vehicle shall, upon entering such parking space, immediately deposit, or cause to be deposited, in such parking meter, one or more proper coins of the United States as shall be specified in the legend upon such parking meter. Upon the deposit of such coin or coins, and placing the meter in operation, such parking space may be lawfully occupied by such vehicle for the allotted time as indicated on the meter for the coin so deposited. If any vehicle shall remain in any such parking space for such length of time that the meter shall indicate by a proper signal that the lawful parking time shall have expired, such vehicle shall be considered as having been parked overtime, and the parking of a vehicle overtime shall be a violation of this article.

It shall be unlawful, and a violation of this article, for any person to permit a vehicle to remain in any parking space adjacent to a parking meter when such meter shall display a signal indicating that such vehicle shall already have been parked beyond the period of time prescribed for such parking space.
A. 
It shall be unlawful, and a violation of this article, for any person to deface, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this article; provided, however, that nothing herein shall apply to the servicing or opening of parking meters by officers, employees and/or police officers of the Borough under the direction of the Borough Council.
B. 
Any person who violates or permits a violation of this section shall, upon conviction in a summary proceeding under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not more than $1,000, plus court costs and reasonable attorneys' fees incurred by the Borough in the enforcement proceedings. Upon judgment against any person by summary conviction, or by proceedings by summons on default of the payment of the fine or penalty imposed and the costs, the defendant may be sentenced and committed to the county correctional facility for a period not exceeding 30 days. Each day that such violation exists shall constitute a separate offense, and each provision of this section that is violated shall also constitute a separate offense. In addition to or in lieu of enforcement under this subsection, the Borough may enforce this section in equity in the Court of Common Pleas of Washington County.

A. 
It shall be the duty of the police officers of the Borough, acting in accordance with instructions of the Chief of Police, to report:
(1) 
The number of each parking meter that indicates that the vehicle occupying the parking space adjacent thereto is, or has been, parked in violation of any of the provisions of this article;
(2) 
The date and time of such violation;
(3) 
The state license number of such vehicle;
(4) 
Any other facts, the knowledge of which shall be necessary for a thorough understanding of the circumstances attending such violation;
(5) 
Location of violation.
B. 
Every such police officer shall also place upon such vehicle a notice to the owner or operator thereof that such vehicle was parked in violation of the provisions of this article.

Except as provided in § 475-30, Tampering with meters prohibited, violations of this article shall be punishable as provided in Article X, Violations and Penalties, of this chapter.
