No person shall allow any farm animal, including but not limited to any horse, mule, cattle, swine, goat, sheep, chicken, duck, or rooster, to run at large on public property or on private property without the consent and authority of the owner of that property.

Any person adjudicated as having violated or refuses to comply with § 137-22 shall be subject to the penalties in § 137-21.
