"Mobile home" means any coach, cabin, trailer, mobile home, house car or other vehicle or structure intended for or capable of human dwelling or sleeping purposes, mounted upon wheels or supports or capable of being moved by its own power or transported by another vehicle. The fact that any such vehicle or structure is rendered immobile by the removal of its wheels, the erection of a foundation thereunder, or any other similar alteration shall not operate to exclude it from this definition.
Except as provided in this chapter, no person shall park any mobile home on any street, alley, highway or Village road, or other public place, or on any privately owned tract of land within the Village of Allouez.
Emergency or temporary stopping or parking of a mobile home is permitted on any street, alley, highway or Village road for not longer than 24 hours, subject to any other and further prohibitions, regulations or limitations imposed by the traffic and parking regulations or ordinances for that street, alley, highway or Village road.
Any person, firm or corporation violating any provision of this chapter, upon conviction, shall forfeit not less than $50 nor more than $1,000 and pay the costs of prosecution or, in the event of failure to pay such forfeiture and costs within the time set by the court, any such person shall be committed to the Brown County jail until such forfeiture and costs are paid, but every such commitment shall be for a definite term which shall not exceed 90 days. Each act of violation shall constitute a separate offense.
