At any time, it is unlawful to permit any vehicle to stand in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the directions of a policeman or traffic signal:
A. 
In any intersection.
B. 
In a crosswalk.
C. 
Within 20 feet of any crosswalk at a street intersection.
D. 
Within 15 feet of any fire hydrant.
E. 
Within 20 feet of the driveway entrance to any fire department station and on the side of the street opposite the entrance to such station within 75 feet of such entrance, when properly sign-posted.
F. 
On any sidewalk, or in front of a public or private driveway.
G. 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street.
H. 
At any place where official signs prohibit or limit parking.
I. 
It is unlawful to park any vehicle or to allow any vehicle to remain parked on any public street in the City at any time when snow removal operations are taking place on such street. In addition, the City is authorized to remove or have removed at the discretion of the Chief of Police, any vehicle which violates this section. If a vehicle is removed, the offender is liable to the City for any and all reasonable towing or hauling charges in addition to any fine or penalty.
J. 
Between a safety zone and the adjacent curb or within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by signs or markings.
K. 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
L. 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel.
M. 
On any railroad tracks. A violation of any part of this Subsection M shall result in a mandatory fine of $500 or 50 hours of community service.
N. 
At any place where official signs prohibit stopping.
O. 
On any controlled-access highway.
P. 
In the area between roadways of a divided highway, including crossovers.
Q. 
In a public parking area if the vehicle does not display a current annual registration sticker or current temporary permit pending registration.

A. 
Every vehicle stopped or parked upon a City street shall be so parked or stopped parallel to the curb or edge of the roadway, except where marked by the City for angle parking, in the direction of authorized traffic movement, with its right-hand wheels parallel to and within 12 inches of the right-hand curb or edge of the roadway.
B. 
Every vehicle stopped or parked upon a one-way roadway shall be so stopped or parked parallel to the curb or edge of the roadway, in the direction of authorized traffic movement, with its right-hand wheels within 12 inches of the right-hand curb or as close as practicable to the right edge of the right-hand shoulder, or with its left-hand wheels within 12 inches of the left-hand curb or as close as practicable to the left edge of the left-hand shoulder.

Vehicle parking on the west side of Elm Street between First Street on the south and Second Street on the north shall be limited from 7:00 p.m. on the Wednesday immediately preceding the Corn Festival continuously through and until 12:00 midnight on Saturday night at the end of the Corn Festival to parking for handicapped persons displaying handicapped license plates or a handicapped placard on the vehicle. The parking restrictions set forth herein shall be posted with signs designating the restricted parking area during the Corn Festival. Individuals violating the parking restriction shall receive a warning to remove the vehicle; and in the event the vehicle is not moved after the first warning, the violator shall pay a fine of $50.
