Pursuant to the authority granted by § 7-718 of the Village Law of the State of New York, there are hereby established two alternate members of the Planning Board of the Village of New Hempstead, whose terms shall be one official year. Said alternate members shall be appointed by the Mayor with the approval of the Board of Trustees.
Notwithstanding the provisions of Subdivision 16 of § 7-718 of the Village Law, and for the purpose of specifically overriding said provision, the Chairperson of the Planning Board may designate an alternate member to substitute for a member of said Board when said member is unable to participate because of a conflict of interest on an application or matter before the Board or when a member is unable to attend a meeting of the Board for any reason whatsoever. When so designated, the alternate member shall possess all the powers and responsibilities of said member of the Board. Such designation shall be entered into the minutes of the Planning Board meeting at which the substitution is made.
All provisions of law relating to Planning Board member training and continuing education, conflict of interest, compensation, eligibility, vacancy in office, removal and service on other boards shall apply to alternate members of the Planning Board.
