No person or persons shall post any handbills, notices or advertisements of any nature or description, or shall hang or place any goods or merchandise of any description or any sign or advertising matter of any description on any decorative light poles, telephone utility poles, fire alarm boxes or devices, bridge railings or trees or other property of this Village, nor place any goods, boxes, wood or heavy material upon or against the same.
No person shall cast, throw or scatter or cause to be cast, thrown or scattered in or upon any of the streets, alleys, sidewalks or public places of this Village any handbills, notices or advertisements of any nature or description on any private property in this Village, or print, paint, stamp or otherwise mark any flagstone, curbstone, sidewalk or other public property of this Village.
Any person violating any of the provisions of this chapter shall be deemed guilty of a violation and, upon conviction thereof, shall be fined in an amount not to exceed $1,000 per violation. Each day such violation is committed, continues or is permitted to continue shall constitute a separate offense and shall be punishable as such hereunder. Such violations shall apply to persons physically violating the provisions of this chapter as well as those persons or entities for whose benefit such violation is performed.
