The City Clerk shall be elected and serve for a four-year term and until his successor is elected and qualified as provided by statute.

Before entering upon his duties of office, the City Clerk shall execute a bond in a sum established from time to time by the Council, conditioned upon the faithful performance of his duties. The City Clerk shall receive such compensation as may be set from time to time by the Council.
The Clerk shall seal and attest all contracts of the City and all licenses, permits, and such other documents as shall require this formality.
The Clerk shall turn over all money received by him on behalf of the City to the Treasurer promptly upon receipt of the same; and with such money he shall give a statement as to the source thereof.
The Clerk shall keep the accounts showing all money received by him, and the source and disposition thereof; and such other accounts as may be required by statute or ordinance.
The Clerk shall be custodian of the City Seal and shall fix its impression on documents whenever this is required.
The Clerk shall be the custodian of the documents belonging to the City which are not assigned to the custody of some other officer.
The Clerk shall keep and maintain a proper index to all documents and records kept by him so that ready access thereto may be had.
In addition to the duties herein provided, the Clerk shall perform such other duties and functions which may be required by statute or ordinance.
Any and all persons having bills or claims against the City shall present the same to the City Clerk, whose duty it shall be to receive the same, endorse thereon any information regarding the same he may be in possession of and hand the same over to the Chairman of the Auditing Committee or some member of the committee. As soon as the bills are audited and allowed by the Council, it shall be the duty of the City Clerk to draw a warrant on the City Treasurer. Therefore, he shall keep a list of all said warrants, showing the date, number and amount of each and the name of the person in whose favor drawn; he shall take a receipt from every person for the warrant upon the delivery thereof. All warrants drawn upon the City Treasurer shall be signed by the Mayor and counter-signed by the City Clerk and shall specify thereon the particular fund or appropriation to which the same is chargeable and the person to whom payable, and no money shall be otherwise paid than upon such warrants so drawn.
In case the Office of City Clerk shall become vacant for any reason, it shall be filled by the Mayor with the advice and consent of the Council as is provided by statute.
