As used in this article, the following terms shall have the meanings indicated:
BUILDING
Any building or structure as defined in Chapter 315, Zoning, § 315-4, of the City Code.
No person, firm, or corporation shall construct any building within the City of El Paso without first exhibiting to the El Paso Zoning Officer the present lot line boundaries of the property.

In the event the present lot markers cannot be located to the satisfaction of the El Paso Zoning Officer, no building permit shall be issued in connection with Chapter 315, Zoning, § 315-99, unless the property owner shall first obtain a survey from a registered surveyor showing the existing boundary lines of the lot upon which the building is to be built.

The requirement of a survey by a registered surveyor may be waived only if the El Paso Zoning Officer and all adjoining landowners are in complete agreement with the location of the boundary lines of the property which is the subject of the building.
The cost of the survey by the registered surveyor shall be borne by the applicant for the building permit.
A registered survey in recordable form shall not be required as long as the registered surveyor is able to set survey markers showing the location of the lot lines.
