The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 440-36), attached to and made a part of this chapter.
No person shall stop or stand a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 440-37), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XIV (§ 440-38) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stop or stand a vehicle during the times specified in Schedule XV (§ 440-39) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVI (§ 440-40) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
A. 
Spaces authorized. Pursuant to the provisions of N.J.S.A. 39:4-197.5, the Municipal Council may, by ordinance, resolution, or regulation, establish restricted parking spaces in front of residences, schools, hospitals and other public buildings and in shopping and business districts for persons who have been issued special vehicle identification cards by the Division of Motor Vehicles pursuant to N.J.S.A. 39:4-205 and 39:4-206. These spaces shall be established in front of the residence occupied by the handicapped person, provided that such parking is not otherwise prohibited and does not interfere with the normal flow of traffic.
B. 
Procedures to apply for a handicapped parking space.
(1) 
Criteria.
(a) 
The applicant shall complete and submit a residential on-street handicapped parking space application.
(b) 
The disabled person must be eligible for and have handicap license plates or a permanent handicap placard and a handicapped person identification card all issued by the New Jersey Motor Vehicle Commission.
(c) 
The driver/owner of the vehicle need not be the disabled person as long as the driver/owner resides in the household of the disabled person, i.e., spouse, parent, etc.
(d) 
The street width in front of the residence must be adequate to allow parking.
(e) 
The parking width in front of the residence must be at least 25 feet.
(f) 
The applicant shall provide proof of residency by submitting a valid driver's license or vehicle registration or most recent utility bill with the affected property address on it.
(g) 
If off-street parking is available, the applicant must provide a reason why an on-street handicap parking space is needed.
(2) 
Application procedure.
(a) 
All applicants shall file a completed application on a form furnished by the Police Department and forwarded to the Chief of Police or his designee for review.
(b) 
The Chief of Police or his designee shall ascertain whether all the credentials of the applicant and the location of the proposed parking space are consistent with applicable state statutes.
(c) 
The Chief of Police or his designee shall ascertain whether or not the applicant has a functional driveway or any other type of off-street parking.
(d) 
Each restricted parking space must be renewed every two years by the completion of a written application on a form to be mailed to all permit holders by the Police Department.
(e) 
An initial nonrefundable application fee for a restricted parking space shall be as provided in Chapter 210, Fees. There shall be a sign installation fee as provided in Chapter 210, Fees, which fee shall be refunded if the application is denied. Application renewal fee shall be as provided in Chapter 210, Fees.
(f) 
The Chief of Police or his designee shall notify a new applicant of the decision to recommend the placement of a restricted parking space for action by the Municipal Council, or of a decision to deny the application, within 30 days of the initial receipt of the completed application by the Department. Any and all denials shall set forth the reasons for the negative decision(s).
(3) 
Review committee established. A committee shall be established to review all applications. The committee shall be comprised of three members, the Chief of Police or his designee, the Director of Public Works and the Borough Code Official.
(4) 
Application review.
(a) 
Each application shall be reviewed by members of the review committee.
(b) 
Each application shall be reviewed to ensure that all relevant data has been included and to ensure that the criteria for the establishment of a restricted parking space has been met.
C. 
Notification of change in status. All residents applying and being granted a restricted handicapped parking space in front of their residence shall notify the Bellmawr Police Department within 30 days of any change in the applicant's name, address, or telephone number or vehicle ownership or of an improvement in the applicant's physical condition. Failure to do so will be deemed a violation of this section and may result in revocation of the handicapped parking space. Members of the household or the executor/executrix for permit or placard holders who have died shall be required to likewise notify the Bellmawr Police Department within 60 days after the date of death. Failure to do so shall be considered a violation of this section.
D. 
Designated on-street handicapped parking spaces. No person shall park a vehicle in a restricted parking space described in Schedule XVII (§ 440-41), attached to and made a part of this chapter, except persons who have been issued permanent handicapped placards or handicapped vehicle registrations by the New Jersey Motor Vehicle Commission.
E. 
Penalties for violation.
(1) 
Violations of this section shall be subject to a fine of not more than $250 for a first offense and a fine of $250 and 90 days' community service for each subsequent offense.
(2) 
Willing misstatements or material omissions made in connection with the issuance or renewal of the permit shall be grounds for denial or revocation and shall be grounds for criminal prosecution where appropriate.
The locations described in Schedule XVIII (§ 440-42), attached to and made a part of this chapter, are hereby designated as bus stops.

A. 
Parking or extended standing on Bellmawr public school properties designated as "school drop-off zones" which are located on school property in the parking lot areas of the schools is prohibited. In addition, parking or extended standing is prohibited in the additional drop-off zone located along the same curbline. The prohibition will be in effect during all arrival and dismissal times while the schools are in session between the hours 7:30 a.m. to 3:30 p.m. while school is in session. The zones must have proper signage and painted lines on the parking lot designating the area as a drop-off and pickup zone.
B. 
Any motor vehicle operator who violates the provisions of this section will be fined $50 or may have his/her driving privileges suspended by a court of competent jurisdiction.
