A. 
Residential rates for normal electric service shall be subject to the following provisions:
1. 
Residential rates shall be available to all residential customers in the single-family residences for all domestic uses within the City limits or where City electric transmission lines are maintained and shall include single-phase motors or heating equipment that shall not exceed five (5) horsepower in size.
2. 
Energy will be supplied from the City's regularly used voltages, sixty (60) hertz, alternating current, single- or three-phase if available.
3. 
The rate shall not apply to commercial establishments or to homes where commercial business is conducted.
4. 
Service shall be through one (1) service and one (1) meter. Metering shall be at secondary voltage.
5. 
Such residential base rates shall be as set forth in the rate tables in Appendix A to this Chapter.[1]

6. 
This schedule of rates shall not be available for partial or standby service.
7. 
At the option of the City, service may be supplied under this rate to multifamily dwellings, apartment houses, cottage camps and automobile trailer units or to more than one (1) residence on an integral parcel of land, provided that the minimum rate and the quantity of kilowatt-hours in the rate schedule be multiplied by the number of family units served.
8. 
This rate may be increased by the amount of any new or increased governmental tax imposed and levied on transmission, distribution, production or sale of electricity.

The payment of bills for electrical service under this Article, delinquency of same, applications for service and all other regulations governing accounts hereunder shall be governed by Chapter 720.
