No person shall install an individual or community sewage disposal system, including, but not limited to, septic tanks, within Jackson Township, Butler County, Pennsylvania, without first obtaining a permit from the Board of Supervisors of Jackson Township indicating that the site, plans and specifications of such system are in compliance with the Pennsylvania Sewage Facilities Act of 1966 (P.L. 1535), Act No. 537, as amended, and the rules and regulations adopted pursuant to the Act.[1]

A. 
A fee, in an amount to be determined by the Board of Supervisors by resolution, shall be paid to the Township at the time of making application for the permit.
B. 
The Board of Supervisors may, by resolution, set such additional fees as shall be necessary to cover the costs of granting permits and inspections of installation thereunder.
The Township Supervisors shall, from time to time, alone or in conjunction with other municipalities and/or townships, appoint an inspector, who shall have the duties of inspecting the installation called for in each permit to ascertain if the installation is in conformity with the Pennsylvania Sewage Facilities Act and the rules and regulations adopted pursuant thereto.
Any person, firm or corporation who shall violate any provision of this Part 1, Article A, upon conviction thereof in an action brought before a District Justice in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not less than $100 nor more than $1,000, plus costs, including reasonable attorney fees incurred by the Township, and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part 1, Article A, continues or each section of this Part 1, Article A, which shall be found to have been violated shall constitute a separate offense.
