The Clerk, or his or her designee, is hereby authorized and
directed to create an "interested parties" registry in accordance
with ยงย 11-74.4-4.2 of the Tax Increment Allocation Redevelopment
Act (65 ILCS 5/11-74.4-4.2) for each redevelopment project area created
under the Act and not terminated by the Village, whether now existing
or created after the date of the adoption of this article.
In accordance with ยงย 11-74.4-4.2 of the Act, the Village
hereby adopts the registration rules attached hereto as Exhibit A
as registration rules for each such "interested parties" registry.[1] The Village, with the consent of the Village Attorney
as to form and legality, shall have the authority to amend such registration
rules from time to time as may be necessary or desirable to comply
with and carry out the purposes intended by the Act.

The municipality hereby designates the real estate described
in the attached Exhibit A, "Boundary Description, Granville Business
District of the Village of Granville, Putnam County, Illinois" as
a business district under the Business District Act (65 ILCS 5/11-74.3-1
et seq., as supplemented and amended), and as the Business District
hereunder.[1]

A.ย
Under the
Business District Act, the municipality hereby adopts and approves
the Granville Business District Plan for the Granville Business District.
B.ย
The Granville
Business District Plan shall be in the form presented to the municipality's
corporate authorities at the time this article is adopted. The Granville
Business District Plan as so adopted and approved shall be on file
with the Village Clerk's records with this article (but any failure
to so file it shall not abrogate, diminish or impair its effect).
Obligations payable from and/or secured by revenues derived
from the Business District may be issued for financing Business District
project costs.

The Village
Clerk shall file a certified copy of this article with the County
Clerk of Putnam County, Illinois.
B.ย
The President,
the Village Clerk, the Village Treasurer, the Village Attorney and
other officials, consultants, employees and attorneys of the municipality
are hereby authorized and directed on behalf of the municipality to
do such things as may be necessary or desirable to carry out the transactions
contemplated by and to give full effect to this article without further
act or deed on the part of the municipality's corporate authorities.
