Property maintenance — See Ch. 223.
The proper officers of the Borough of New Eagle are hereby authorized and directed to do all acts necessary and proper to establish, implement and enforce a standardized system of property address numbering to cooperate with police, fire, ambulance and other emergency services and improve their ability to locate residences/businesses within the Borough in response to emergency situations and to work in conjunction with any dispatch of police, fire, ambulance and other emergency services within its municipal boundaries.
Each building on a street, avenue, rural route, trailer park road or other means of access to which a number has been assigned shall have such number on a background of contrasting color and displayed in a position easily observed and readable from the public right-of-way (which shall include the marking of driveways or freestanding mailboxes where conditions necessitate). In the case of trailer parks, the park itself will be identified by an address and each trailer shall be identified as a lot number, which must be posted on each trailer as set forth herein. All numbers shall be in Arabic numerals or alphabet letters at least four inches high with a minimum stroke width of 0.5 inch. Any letters in an address (e.g., "Lot No.") shall be of the same size.
It shall be the obligation of the owners and/or occupant of the property to which numbers are being assigned to comply with the standards set by this chapter as directed by the proper officers of the Borough.
A properly verified copy of the address numbering system shall be reported and delivered by the municipality to an officer of any properly requesting emergency service.
Failure on the part of the property owner and/or occupant to comply with this chapter shall result in the following procedure and penalty. The Borough Council or its designate is hereby authorized to give written notice by personal service to the owner and/or occupant of any premises not in conformance with this chapter. Such written notice shall advise the owner and/or occupant of the provisions of this chapter and set forth the violation that exists. The violator shall be given 15 days after the issuance of such written notice to conform to the requirements of this chapter. Any owner and/or occupant who willfully violates any of the provisions of this chapter or who fails, neglects or refuses to comply with any of the provisions of this chapter shall, in a summary proceeding before a Magisterial District Judge and upon conviction thereof, be sentenced to pay a fine of not more than $1,000 plus costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than 30 days.
