A. 
Pursuant to the provision of N.J.S.A. 39:4-197.5, 39:4-197.6 and 39:4-197.7, restricted parking zones in front of residences occupied by handicapped persons are hereby established subject to the provisions of Subsections B, C, D, E and F.
B. 
Pursuant to the authority of N.J.S.A. 39:4-197.7, a fee of $25 is hereby established for the initial issuance of a permit designating a residential handicap parking zone. The initial permit shall be valid for a period from the date of issuance until May 31 of the year following the year that the permit was issued. An annual fee of $10 is hereby established for the renewal of a permit.
C. 
The Chief of Police or his designee shall approve and retain a list of all approved handicapped parking spaces for private residences. A notification letter will be sent at least 30 days prior to the expiration of the assigned permit. The City will remove any sign where a permit has not been renewed by July 1.
D. 
Pursuant to N.J.S.A. 39:4-197.6 and 39:4-197.7, a permit establishing a restricted parking zone pursuant to Subsections A and B will only be issued to persons or immediate family members of a handicapped person who:
(1) 
Hold a current New Jersey driver's license;
(2) 
Have a motor vehicle equipped for its safe operation as the Director of the Division of Motor Vehicles may deem necessary;
(3) 
Can prove ownership and operation of the motor vehicle;
(4) 
Can prove residency at the location where the restricted parking zone is to be established; and
(5) 
Can prove the unavailability of private, off-the-street parking space.
E. 
Pursuant to the requirements of N.J.S.A. 39:4-197.7, the permit provided for in Subsection C shall be 5 1/2 inches by 8 1/2 inches in size, shall bear an appropriate certificate of authenticity and shall be displayed prominently within the vehicle when it is parked so as to be seen from the middle of the street.
F. 
Notice to the public of a restricted residential parking zone shall be effected by the placing of a sign in accordance with N.J.S.A. 39:4-198 by the City of Bridgeton at the place where a permit provided for in Subsections C and D has been issued authorizing the restricted parking zone.
G. 
No restricted parking zone shall be established in a location where parking is otherwise prohibited or where it would cause interference with the normal flow of traffic.
H. 
In accordance with the provisions of N.J.S.A. 39:4-197.6, the following on-street locations are designated as handicapped parking spaces in front of private residences occupied by handicapped persons. Such spaces are for use by persons who have been issued special identification cards or plates or placards by the Division of Motor Vehicles, or a temporary placard issued by the Chief of Police. No other person shall be permitted in these spaces. A violation of this section will be considered a violation of LO4:

Such spaces are for use by persons who have been issued special identification cards, plates or placards by the Motor Vehicle Commission, or a temporary placard issued by the Chief of Police. No other person shall be permitted to park in these areas. A violation of this section will be considered a violation of LO4:

The owners of the premises referred to in §§ 350-39, 350-40 and 350-41 shall provide and install signs and pavement markings for each parking space reserved for the use of handicapped persons, which signs and markings shall be in accordance with the Manual on Uniform Traffic Control Devices. The cost of procurement and installation of the signs and pavement markings shall be the responsibility of the owner of said property. The owner shall, subsequent to initial procurement and installation, maintain such signs and pavement markings in good condition at no cost or expense to the municipality. The owner shall be responsible for the repair and restoration of same.
