It shall be the duty of the Hometown Police Department to enforce all traffic regulations as provided by this chapter and the Illinois Vehicle Code. It shall be unlawful for any person to violate any provision of this chapter or the Illinois Vehicle Code.
No person shall roller skate, skateboard or use any similar device in a negligent or reckless manner so as to pose a danger to himself or others.
(A) 
The driver of an authorized emergency vehicle, when responding to an emergency call or when in the pursuit of an actual or suspected violator of the law or when responding to but not upon returning from a fire alarm, may exercise the privileges using the red light and siren as set forth in this section.
(B) 
The exemptions herein granted to an authorized emergency vehicle shall apply to a volunteer fireman's vehicle only when the driver of any said vehicle while in motion sounds an audible signal by sounding the horn as may be reasonably necessary, and when the vehicle is equipped with at least one lighted lamp displaying a blue light visible under normal atmospheric conditions from a distance of 500 feet to the front of such vehicle.
(C) 
The foregoing provisions shall not relieve the driver of an authorized emergency vehicle from the duty to drive with due regard for the safety of all persons, nor shall such provisions protect the driver from the consequences of his reckless disregard for the safety of others.
It shall be unlawful for any person to operate a motor vehicle on any street designated "Local Traffic Only" or "Road Closed To Thru Traffic" unless that person's immediate destination is a residence or business adjacent to the street, or traversing the street is the only route available for a destination not on the street.
