(A) 
It shall be unlawful to cause or permit the emission of smoke or other particulate matter from any fire, chimney, engine, oil burner or other agency in the City so as to cause annoyance or discomfort to the public.
(B) 
For the purpose of testing and grading density of smoke or other particulate matter, the Ringelmann Chart published and described in the Bureau of Mines, U.S. Department of Interior Information Circular 9333, or as revised, and on which are illustrated graduated shades of gray to black for use in estimating the apparent density of smoke, is hereby adopted as a standard for said grading; and smoke or other particulate matter is hereby defined and declared to be in violation of the permitted standards when it is a degree of density of No. 3 or greater on said chart for more than six minutes in any one hour, provided that such No. 3 or more opaque omissions permitted shall be limited to three times in any twenty-four-hour period.
(A) 
"Refuse," for the purpose of this section, is herein defined as any garbage or other discarded materials.
(B) 
It shall be unlawful for any person to abandon, place, leave, dump or deposit any refuse, junk, waste material, disabled vehicles, or waste by-product on any premises in the City without first having secured a permit from the City to do so.
(C) 
It shall be unlawful for any owner, lessor, lessee, or occupant of any premises to allow or permit any person to abandon, place, leave, dump or deposit any refuse, junk, waste material, disabled vehicles, or waste by-product on any premises in the City without a permit.
(D) 
It shall be unlawful for any owner, lessor, lessee, or occupant of any premise to permit to remain on the premises or permit the accumulation on any premises of any such refuse, junk, waste material, disabled vehicles, or waste by-product dumped or deposited on the premises without a permit.
(E) 
It shall be unlawful for any person to abandon, place, leave, dump, or deposit any refuse, junk, waste material, abandoned or disabled vehicles, or waste by-product on any premises in violation of 415 ILCS 5/21 of the Environmental Protection Act or in violation of any regulation or rule of the Pollution Control Board of the State of Illinois.
(F) 
It shall be unlawful for any person to use fill on any premises or permit topsoil to be removed from any premises, or for any owner, lessor, lessee or occupant to permit fill to be used on his premises or topsoil removed therefrom, except in the ordinary course of construction under a valid building permit, without first securing a permit.
(G) 
Any person found guilty of violating any of the provisions of this section shall be subject to a fine of not less than $50 nor more than $5,000 or imprisonment by incarceration in a penal institution other than a penitentiary for a period not to exceed six months, or both a fine and imprisonment, for each violation. Each day said violation shall continue shall be a separate and distinct offense.
(A) 
No person shall cause or allow noise to be emitted from any motor vehicle to exceed the levels specified below in any designated octave band measured at 50 feet or more from the center line of the road or way.

(B) 
No person shall operate any construction equipment or machinery or do construction work which produces noises in excess of 82 db(A), except as provided in Subsection (E) as measured 50 feet from the source.
(C) 
No person shall cause or allow noise of any other nature to be emitted, except as provided for in Subsections (A) and (B), as measured at a distance of 50 feet from the source of noise in excess of the following level: 80 db(A).
(D) 
No person shall emit any noise which can be heard 50 feet from the source of the noise in excess of the level of 78 db(A) for the purpose of advertising goods, wares or merchandise, or for the use of any musical instrument or device, or for the use of demonstration purposes between the hours of 6:00 p.m. and 9:00 a.m. the following morning local time.
(E) 
No person shall do construction work or repair noises in excess of 80 db(A) measured 50 feet from the source in the City between the hours of 7:00 p.m. and 7:00 a.m. the following morning local time.
(F) 
No person shall conduct or participate in private refuse disposal collections within the City between the hours of 7:00 p.m. and 7:00 a.m. the following morning local time.[1]
