The Director of Public Health and Safety is responsible for the administration of this chapter. Powers delegated to the Director of Public Health and Safety may be delegated by him to other appropriate City departments as he may deem expedient for the effectuation of this chapter. The Director of Public Health and Safety shall establish or designate animal control centers as are necessary to effectuate this chapter.

An Animal Control Officer and police officers shall enforce animal regulations. An Animal Control Officer shall have control over the Animal Control Center; shall have authority to issue citations for violations of this chapter; and shall wear identification designating the person as an Animal Control Officer.
