As used in this article, the following terms shall have the
meanings indicated:
A dog which in the presence of its owner or unattended by
its owner approaches any person in an apparent attack mode on any
public street, sidewalk, alley, park, or other public grounds; as
well as any dog which purses a person in a menacing and/or apparent
attitude of attack on public or private property; and any dog that,
unprovoked, bites a human being or animal either on public or private
property.
A dog which, when unprovoked, attacks a human being or other
animal on public or private property and, when unprovoked, bites a
human being or other animal on more than one occasion; and any dog
which on at least three occasions, either attended or unattended by
its owner, approaches or chases a person in an apparent attitude of
attack upon any street, sidewalk or any public ground or place.
It shall be unlawful to permit any dog or cat to be upon any
public place unless the dog or cat has a collar attached to the animal
and a leash and, in the case of a dangerous dog, is muzzled.

Any dog or cat found to be in violation of this article and
running at large within the Village shall be declared to be a nuisance
and shall be impounded by the Police Department of the Village. The
owner of the animal shall be given notice of the impoundment, and
after the expiration of 24 hours the animal shall be turned over the
County Animal Control Administrator for further proceedings pursuant
to applicable statute. Any owner may redeem a dog or cat from impoundment
upon paying all fees incurred with the impoundment and upon proof
of rabies vaccination.
It shall be unlawful to keep or harbor a vicious dog in the
Village of Granville, and all vicious dogs shall be impounded and
disposed of as otherwise provided in this article.
No dog shall be determined vicious if it bites, attacks, or
menaces a trespasser on the property of its owner or harms or menaces
anyone who has tormented or abused the dog or if the dog is a professionally
trained dog for law enforcement, including but not limited to those
dogs that are commonly known as "K-9 control dogs."
