No person shall appear in any place exposed to the public view
within the Village in a state of nudity, or in an indecent or lewd
state of dress, or shall make any indecent exposure of his or her
person, or be guilty of any lewd or indecent act.
A.
Distribution
of obscene materials. No person shall bring within the limits of the
Village, or shall sell or offer to sell, or shall give away, or shall
make, draw, print or publish within the Village any material which
is obscene as defined in 720 ILCS 5/11-20.
B.
Obscene
performances. No person shall exhibit or perform, or shall assist
in exhibiting or performing any indecent, obscene or lewd play, exhibition
or other representation, or shall permit the same to be performed,
in any building or premises controlled by him.
C.
Obscene
writing. No person shall, in any place open to public view, write,
mark, draw, cut or make any obscene or indecent word, sentence, design
or figure.
No person shall keep a common or ill-governed or disorderly
house.
A.
No person
shall keep or maintain within the Village any bawdy house, place of
prostitution, or any place for the practice of fornication, or shall
knowingly permit any building or place owned by him, or under his
control, to be used for that purpose.
B.
No person
shall be an inmate of any bawdy house, place of prostitution, or any
place for the practice of fornication within the Village, or shall
in any way contribute to the support thereof.
No person shall keep any gambling place as defined in 720 ILCS
5/28-3, or any place where betting is done, within the Village, or
shall knowingly permit any such gambling place to be so kept, in or
upon any building or premises owned or controlled by him or her. No
person shall procure or permit any persons to come together in any
house or place occupied or owned by him or her, or under his or her
control, for the purpose of playing for money or other valuable things
at any game.
No person shall be an inmate of any gambling place as defined
in 720 ILCS 5/28-3 within the Village, or shall be in any way connected
therewith, or shall frequent the same, or shall be found therein.
No person shall commit gambling as defined in 720 ILCS 5/28-1.
A.
The Village hereby adopts the provisions of the Video Gaming Act
(230 ILCS 40/1 et seq.), as amended from time to time, and to the
extent that any provision of other and prior ordinances of the Village
of Granville is in conflict herewith, the provisions of this section
shall prevail.
B.
The Village shall charge a licensing fee for all video gaming terminals
located in establishments in the Village legally permitted to have
such gaming terminals as defined by the Video Gaming Act in the amount
of $250 per video gaming terminal, per year, beginning January 1,
2023, to December 31, 2023, and following years.
C.
No establishment having a video gaming terminal shall have more than
six gaming terminals per place of business, with a separate fee for
each terminal.
D.
Gaming terminals shall be permitted in Class A liquor license establishments
in the Village of Granville, Putnam County, Illinois and in licensed
fraternal establishments and licensed veterans establishments.
E.
Compliance. Each establishment having a license allowed by this section
is obligated to permit officers of the Village of Granville to inspect
during business hours each licensed terminal to determine compliance
with state statutes and this section.

Editor's Note: Section 3 of this ordinance stated that any
person, firm, or corporation that violates any provision of this ordinance
shall upon conviction thereof be fined not less than $100 and not
more than $500 for each offense.
No person shall in any manner, or by any means, be guilty of
cruelty to any dumb animal, or shall be guilty of turning out or abandoning
any old, decrepit or worthless animal upon the public streets of the
Village.
