A. 
No person shall, within the corporate limits of the Village, sell, offer to sell or keep for sale or give away or have upon the premises or in his place of business any fireworks, including torpedo canes, cannon fire crackers 2 1/2 inches or longer, sky rockets one pound or larger or any other article containing powder, dynamite or other explosives of such size and dimensions as to be injurious to the public safety.
B. 
It shall be unlawful to discharge any handgun, shotgun, rifle, or any other firearm within the Village limits.
C. 
It shall be unlawful to discharge any weapon or instrument of any kind which is operated by means of compressed air or any compressed gas, or by metal, wooden, or rubber spring action within the Village limits.
D. 
This section shall not be construed to regulate a display on the evening of the 4th of July under the direction of the proper authority having charge of such display.
A. 
No person, firm or corporation shall burn material outside of a building within the municipal limits of the Village of Granville except as is otherwise provided in this section.
B. 
Exceptions for open burning. The provisions of Subsection A shall not apply to any of the following exceptions:
(1) 
Landscape waste. Landscape waste is defined as being any vegetative or plant refuse such as wood, branches, brush, weeds, grass and all other matter produced as a consequence of the growth of any vegetation. The provisions of Subsection A shall not apply to the open burning of landscape waste which is burned on the premises from which the landscape waste was grown.
(2) 
Recreational fires. The provisions of Subsection A shall not apply to any burning conducted in a fireplace or other location designed for the confined burning of materials for recreational purposes. The provisions of Subsection A shall not apply to burning of materials used in the outdoor preparation of food for human consumption. The exception provided in this subsection shall not permit the burning of garbage, which is defined as refuse resulting from the handling, processing, preparation and consumption of food and food products, any carton or container in which food or other substance is sold and delivered to the premises and any other material which is combustible.
(3) 
Working conditions. The provisions of Subsection A shall not apply to open flames used for welding, acetylene torches, heating of tar for roof or road repairs or other repairs to buildings, highway flares or any other open flame necessitated by the repair or erection of a building or maintenance or construction of a roadway. Nothing in this subsection shall allow the burning of materials produced from any of the activities mentioned in this subsection.
(4) 
Fire fighting. The provisions of Subsection A shall not apply to open burning of material for instruction of fire-fighting personnel and the testing of fire-fighting equipment, only once the permission of the Board of Trustees of the Village is first obtained.
(5) 
No-burn areas. No open burning whatsoever shall be permitted within the fire district limits as provided by Ordinance No. 21 of the Village of Granville and so long as the property in the fire limits is located in a commercial district or manufacturing district of the Village as provided by Chapter 285, Zoning and Land Development, of the Village Code; nor shall any open burning whatsoever be permitted in any commercial district or manufacturing district of the Village as provided by Chapter 285.
C. 
Limitation on exceptions. The exceptions provided in Subsection B shall not be permitted under any of the following circumstances:
(1) 
Visibility. Burning shall not be permitted if a visibility hazard on public roadways or railroad tracks is occasioned thereby.
(2) 
Smoke. Burning shall not be permitted if atmospheric conditions cause smoke to accumulate to such a concentration that the smoke constitutes a health hazard.
(3) 
Open flame. Burning shall not be allowed where the burning is not accomplished by open flame. Burning is not allowed where no open flame exists and where the burnable material smolders without open flame.
(4) 
Burning hours. Burning shall only be permitted at the following times:
(a) 
Tuesday through Friday: 9:00 a.m. to 6:00 p.m.
(b) 
Saturday: 9:00 a.m. to 3:00 p.m.
(c) 
Burning is prohibited on Sunday or Monday.
(d) 
No burning is permitted for 48 hours after 1/2 inch of rain or more.
(5) 
No fires shall be permitted to smoke or smolder.
D. 
Burning on public property. No person, firm or corporation shall burn material which may otherwise lawfully be burned on any pavement of any street or alley, on any berm or gutter pan or on any sidewalk, all located within any public rights-of-way within the Village.
No person shall, within the Village, knowingly deliver to another any deadly poison without legibly marking the same with the word "poison."
No person shall have, keep or bring into the Village any animal with any contagious or infectious disease.
No person shall set any dogs or other animals or fowl to fighting, or in any way encourage them to fight.
A. 
It shall be unlawful for any person to loiter, loaf, wander, stand or remain idle, either alone or in consort with others, in a public place in such manner as to:
(1) 
Obstruct any public street, public highway, public sidewalk or any other public place or building by hindering or tending to hinder or impede the free and uninterrupted passage of vehicles, traffic or pedestrians.
(2) 
Commit in or upon any public street, public highway, public sidewalk or any other public place or building any act or thing which is an obstruction or interference to the free and uninterrupted use of property or with any business lawfully conducted by anyone in or upon or facing or fronting on any such public street, public highway, public sidewalk or any other public place or building, all of which prevents the free and uninterrupted ingress, egress and regress therein, thereon and thereto.
B. 
When any person causes or commits any of the acts or conditions in Subsection A, a police officer or any law enforcement officer shall order that person to stop causing or committing such conditions and to move or disburse. Any person who fails or refuses to obey such order shall be guilty of a violation of this section.
