This chapter shall be known as the "Zoning Ordinance of the Township of Shaler," and the map referred to herein and made an integral part of this chapter shall be known as the "Zoning Map."[1]

Ordinance No. 1650, ordained and enacted into law April 24, 1990, and all amendments thereto, are hereby repealed. Where a provision of this chapter is found to be in conflict with a provision in any building code or in any applicable health regulations or in any other ordinance of the Township existing on the effective date of this chapter or in any regulations issued under the authority of such code or ordinance, the provision which establishes the greater restriction for the protection of the health, safety and welfare of the residents of the Township of Shaler shall prevail.
This chapter is adopted for the following purposes:
A.ย 
To promote, protect and facilitate any or all of the following: the public health, safety and morals and the general welfare; coordinated and practical community development and proper density of population; emergency management preparedness and operations; airports and national defense facilities; the provision of adequate light and air; access to incident solar energy, police protection, vehicle parking and loading space, transportation, water, sewerage, schools, recreational facilities, public grounds and other public requirements; the provision of a safe, reliable and adequate water supply for domestic, commercial, agricultural or industrial use and other requirements; as well as the preservation of the natural scenic and historic values in the environment and preservation of forests, wetlands, aquifers and floodplains.
B.ย 
To prevent one or more of the following: overcrowding of land; blight; danger and congestion in travel and transportation; and loss of health, life or property from fire, flood, panic or other dangers.
C.ย 
To preserve prime agricultural and farmland, considering topography, soil type and classification and present use.
D.ย 
To encourage and facilitate the orderly growth and development of the Township.
E.ย 
To protect and maintain the character, stability and value of developed residential, commercial and industrial areas within the Township.
F.ย 
To provide for the use of land within the municipality for residential housing of various dwelling types encompassing all basic forms of housing, including single-family and two-family dwellings and a reasonable range of multifamily dwellings in various arrangements, mobile homes and mobile home parks; provided, however, that this chapter shall not be deemed invalid for the failure to provide for any other specific dwelling type.
G.ย 
To provide protection against fire, explosion, noxious fumes and other hazards in the interest of the public health, safety and general welfare.
H.ย 
To accommodate reasonable overall community growth, including population and employment growth, and opportunities for development of a variety of residential dwelling types and nonresidential uses.
I.ย 
To encourage the most appropriate use of land and structures by the Township through the establishment of zoning districts, the regulation of land and the regulation of the construction and alteration of buildings and other structures in each district.
J.ย 
To achieve the following general purposes and objectives concerning stormwater and drainage:
(1)ย 
To manage stormwater runoff resulting from land alterations and disturbance activities in accordance with the watershed stormwater management requirements provided in Chapter 190, Stormwater Management, consistent with the stormwater management plans adopted by Allegheny County as required by the Pennsylvania Stormwater Management Act (Act 167 of 1978, as amended).[1]

(2)ย 
To utilize and preserve the desirable existing natural drainage systems and to preserve the flood-carrying capacity of streams and to maintain and improve the quality of streams.
(3)ย 
To encourage natural infiltration of rainfall to preserve groundwater supplies and stream flows.
(4)ย 
To provide for adequate maintenance of all permanent stormwater management structures in the municipality.
K.ย 
To provide protection of natural resources and agricultural land and activities.
L.ย 
To provide for the gradual elimination of nonconforming uses and structures.
M.ย 
To define and limit the powers and duties of the administrative officers and bodies that are assigned responsibilities under this chapter.
N.ย 
To regulate transferable development rights on a voluntary basis.
The administration of this chapter is hereby vested in the following boards and personnel:
A.ย 
The Zoning Officer.
B.ย 
The Zoning Hearing Board.
C.ย 
The Board of Commissioners.
D.ย 
The Planning Commission.
E.ย 
The Building Inspector.
