All refuse disposed of or recycled in the Town shall be at sites
and under conditions approved by the Town Manager or his designee.

The following refuse shall be considered to be unacceptable
for disposal at the residential transfer station by any person:
(1) Refuse originating or collected from any Town other than Windsor
(unless such material is approved in writing by the Windsor Town Council).
(2) Hazardous waste as defined herein.
(3) Dangerous materials or substances not specifically defined as hazardous
waste, such as poisons, acids, caustics, infectious materials and
explosives.
(4) The solid and liquid wastes resulting from industrial processes,
unless written approval has been received from the Department of Environmental
Protection and the Town Council.
(5) Materials which have not been prepared for collection in accordance
with this chapter.
(6) Items designated as recyclable under this section and under conditions
as described herein.
(7) Such other materials as from time to time are determined to be incompatible
within the orderly functioning of a residential transfer station.

All residents of the Town who bring their own household refuse
to the residential transfer station for disposal must obtain annually
a residential permit from the scale office or pay on a per-trip basis,
according to fees established by the Town Council and published in
the official Town Price Guide.

In the event that the scales at the residential transfer station
become inoperative, tipping fees shall be assessed on the basis of
the net weight of the vehicle according to rates established by the
Town Council and published in the official Town Price Guide.

(a) Suspension and other penalties. Failure of any person to obtain or
display a permit as per Section 8-43 shall result in an immediate
suspension of residential transfer station privileges until such time
as the permit is properly displayed. Failure to pay the fees as per
Section 8-43 shall be subject to the penalties as specified in
the official Town Price Guide.
(b) Residential permit holders. The dumping of any unacceptable refuse
by an individual holding a residential permit as specified in Section 8-42
or violation of any provisions of this chapter shall result in the
following penalties to all vehicles owned by the offending resident:
(1) Initial violation: warning of penalty upon further violation.
(2) Second violation: second warning of penalty upon further violation.
(3) Third violation: for a period of one year following the third violation
the offender shall be charged a tipping fee in the amount of the yearly
residential permit fee as determined by the official Town Price Guide
for each trip into the landfill, regardless of whether the offender
has previously paid for a yearly permit fee or on a per-trip basis
and regardless of the type of vehicle the offender brings to the landfill.

The Town Manager or his designee shall have the authority to
establish rules and procedures governing the operation and use of
the residential transfer station consistent with this article and
the laws of the State of Connecticut.
