(a) 
The other elective officers, boards and commissions of the town shall, except as provided in this charter, have the powers and duties prescribed by law and by ordinance or resolution of the council.
(b) 
No person serving the town in any official capacity, including employment, shall gain for themselves directly or indirectly or for others with whom they are associated a private advantage by virtue of said capacity.
(c) 
Any person serving the town in said official capacity shall disqualify themselves in the event that said capacity creates for them a particular situation of conflict of interest resulting in or tending to result in said private advantage.
(d) 
Any person serving the town in said official capacity shall cause themselves to be removed from same forthwith in the event that said capacity creates a continuing and/or recurring situation of conflict of interest resulting in or tending to result in said private advantage.
(e) 
To further define proper official conduct within the town of Windsor, the town council shall by ordinance set out such other guides and standards for said conduct as it deems necessary and appropriate. The council shall provide penalties for any violation of the provisions of this chapter.
