The mayor shall be elected as hereinafter provided and shall hold office for a term of two years or until his successor takes office. The regular term of the mayor shall commence on the first Monday following his election. The mayor holding office at the time this Charter becomes effective shall continue to hold office for the term for which he was elected and until his successor takes office under the provisions of this Charter. (Mont. Co. Code 1965, § 59-13.)
The mayor shall (1) be a citizen of the United States, (2) have resided in the town for at least eighteen months immediately preceding his election, and (3) be a qualified voter of the Town of Somerset and of the State of Maryland. (Mont. Co. Code 1965, § 59-14; Res. R-5-79, 7-24-1979.)
The mayor shall receive no salary unless the council by ordinance provides for such a salary in a specified amount. Any ordinance providing for such a salary or making a change therein shall apply only to the terms of mayors elected after such ordinance has become effective. (Mont. Co. Code 1965, § 59-15.)

(a) 
The mayor shall see that the ordinances, resolutions, rules, and regulations of the town are faithfully executed and shall be the chief executive officer and the head of the administrative branch of the town government.
(b) 
The mayor, with the approval of the council, shall appoint the nonelective officers of the town government as established by this Charter or by ordinance. All such officers, except the town manager and town attorney, shall serve at the pleasure of the mayor. All other employees of the town government shall be appointed and removed by the mayor.
(c) 
The mayor each year shall report to the council the condition of town affairs and make such recommendations as the mayor deems proper for the public good and the welfare of the town.
(d) 
The mayor shall have the power to veto ordinances, resolutions, rules, and regulations passed by the council, as provided in section 83-10 of this Charter.
(e) 
The mayor shall have complete supervision over the financial administration of the town government. The mayor shall prepare or have prepared annually a budget and submit it to the council. The mayor shall supervise the administration of the budget as adopted by the council. The mayor shall supervise the disbursement of all moneys and have control over all expenditures to assure that budget appropriations are not exceeded.
(f) 
The mayor shall have such other powers and perform such other duties as may be prescribed by this Charter or as may be required of the mayor by the council, not inconsistent with this Charter.
(g) 
In the absence or incapacity of the mayor, the president of the council shall act as mayor and may exercise all the powers of the office of mayor. In the absence or incapacity of both the mayor and the president of the council, the council shall have the power to elect from among its members a mayor pro-tem who shall act as mayor and may exercise all the powers of the office of mayor.
