The chief executive officer of the Town shall be the Mayor.
The Mayor shall:
A. 
Enforce the provisions of the Charter, this Code and other ordinances of the Town and supervise all the departments of the Town government and require each to make such reports as he may deem advisable.
B. 
Have such powers of appointment and removal as are provided by the Charter or general law.
C. 
Have power to appoint, with the advice and consent of the Council, to all offices where no other provision is made for such appointment.
D. 
Annually report to the Council and to the public on the works of the previous year and on the condition and requirements of the Town government.
E. 
Make recommendations to the Council on such matters as he may deem in the public interest.
The Mayor shall designate the Business Administrator or any department head or the Municipal Clerk to act as Mayor whenever the Mayor shall be prevented by absence from the Town, disability or other cause from attending the duties of his office. During such time, the person so designated by the Mayor shall possess all the rights, powers and duties of the Mayor. Whenever the Mayor shall have been unable to attend the duties of his office for a period of 60 consecutive days for any of the above-stated reasons, an Acting Mayor shall be appointed by the Council, who shall succeed to all the rights, powers and duties of the Mayor or the then Acting Mayor.

A. 
There is hereby established, with the Office of the Mayor, the position of Confidential Assistant to the Mayor.
B. 
Pursuant to the provisions of N.J.S.A. 11A:3-5(b), this position shall be a civil service unclassified service position.
C. 
The duties and examples of work of the Confidential Assistant to the Mayor are as follows:
(1) 
Definition. Under direction, acts as a personal aide and liaison between the Mayor and the public and/or various governmental agencies and assists him by performing varied highly responsible administrative duties, some of which may be of a confidential nature and/or involve elements of troubleshooting; does related work as required.
(2) 
Examples of work. Assists the Mayor in the formulation of effective policies and procedures in the operation of the municipal government; collects and analyzes data needed as a basis for administrative decisions; prepares correspondence, reports and recommendations for the review and signature of the Mayor, some of which may be of a complex and confidential nature; coordinates the activities of municipal departments entailing a comprehensive knowledge of municipal departments, bureau or division programs, objectives, standards, policies and procedures; interviews callers at the office; acts as a liaison between the Mayor and public and provides information to those requesting it, including department, division or bureau personnel, the representatives of state, local and other groups, represents the Mayor at speaking engagements, hearings, and conferences; assembles statistical and other materials required for reports; memoranda and speeches; when so directed takes the appropriate action(s) to resolve any problems brought to the attention of the Mayor; makes special investigations for the Mayor; maintains confidential, personal correspondence and other records and files.
D. 
The qualifications and requirements of the position are as follows:
(1) 
Requirements.
(a) 
Attendance at a college/university or community college for at least two years.
(b) 
Three years of experience in the planning, promoting, organizing and/or administering a comprehensive program in a public or private organization.

Note: Applicants who do not meet the above educational requirements may substitute additional work experience as described below on a year-for-year basis.
(c) 
Knowledge of policies, procedures, and regulations relative to the work of municipal government, of the statutory provisions regarding municipal government and of the policies and procedures involved in the formulation of effective municipal services, and/or similar knowledge within the corporate or private sector.
(d) 
Ability to organize assigned technical tasks and interpret basic law and regulations; to talk with employees and public officials; to prepare detailed correspondence; to prepare clear, sound, accurate and informative statistical and other reports on personnel transactions and problems containing findings, conclusions, and recommendations.
(e) 
Good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others.

This ordinance was vetoed by the Mayor; said veto was overridden by a two-thirds vote of the Council 10-27-1998 by Res. No. MC 98-1027-95. Ordinance No. MC 3511, adopted 7-1-2014, repealed Ord. No. MC 3100 and reinstated the position of Confidential Assistant to the Mayor.

A. 
Within three working days of the signing of an executive order by the Mayor or his designee, the executive order shall be filed with the Municipal Clerk by the Mayor or his designee.
(1) 
In the event that the filed executive order involves personnel matters relating to the change of salary or compensation of employees of the Township, then the Mayor or his designee shall also, within 48 hours, deliver to the Municipal Clerk information setting forth the existing salary or compensation of the position or title immediately prior to the issuance of the executive order and also the amount accurately representing the increase in salary or compensation.
(2) 
This section shall apply only to every executive order issued by the Mayor or his designee involving personnel matters except those executive orders regarding leaves of absences.
(3) 
The Department of Revenue and Finance shall supply the information required by this section to the Municipal Clerk.
B. 
Within 10 working days after receiving the executive order in Subsection A above, the Municipal Clerk shall proceed to publish the full contents of the executive order and the information setting forth the existing salary or compensation of the title or the position immediately prior to the issuance of the executive order and an amount accurately representing the increase in salary or compensation.
