There is hereby established a Department of Administration.
The Business Administrator shall be the head of the Department
of Administration. He shall be responsible for the efficient and economical
administration of the Department of Administration and shall have
the general functions, powers and duties of a department head pursuant
to this chapter.
The Division of Administration shall be headed by a director
who shall be known and designated as "Business Administrator."
The Business Administrator shall be chosen solely on the basis
of his demonstrated executive and administrative qualifications, with
special reference to his actual experience in or his knowledge of
accepted practices in respect to the duties of his office as set forth
in this article.
The Business Administrator shall establish bona fide residence
in the Town within one year from the date of his appointment.
The term of office and annual compensation of the Business Administrator
shall be as fixed by ordinance or resolution of the Town Council.
The Business Administrator shall have, exercise and discharge
the functions, powers and duties of the Department of Administration
and, under the direction and supervision of the Mayor, shall:
A. Assist in the preparation of the Town budget.
B. Be responsible for the development and administration of a sound
personnel system.
C. Develop, in cooperation with other department heads, standards and
procedures for the most efficient management of the Town government,
not inconsistent with the Charter, this Code and other ordinances
of the Town.
D. Perform such other duties as Council may prescribe.
Whenever and so long as there is a vacancy in the office of
Business Administrator, the Mayor may serve as Acting Business Administrator,
without additional compensation, and shall for the time being have
all the functions, powers and duties of the Business Administrator.
