There is hereby established a Department of Parks and Recreation.
The head of the Department of Parks and Recreation shall be
the Director of Parks and Recreation.
The Director of Parks and Recreation shall, prior to his appointment,
hold a professional degree in recreation or equivalent, have training
and experience in recreational programs and park maintenance and have
the ability to supervise and direct personnel and administer the Department.
The Director of Parks and Recreation shall have all the functions,
powers and duties that are hereby or may be hereafter conferred and
imposed on him by law, this Code and the other ordinances of the Town,
and he shall:
A. As the chief administrative officer of the Department of Parks and
Recreation, be responsible for the proper and efficient operation
of that Department.
B. Administer the work of the Department.
C. Supervise, direct and train the employees of the Department.
D. Prepare the budget for the Department.
E. Plan the construction, maintenance and operation schedule of all
parks, playgrounds and recreational facilities.
F. Keep records, prepare reports, conduct studies of the present and
future park, playground and recreational needs.
G. Develop immediate and long-range plans and submit recommendations
for improving the recreational facilities, programs and ordinances
relating to parks, playgrounds and recreation.
H. Develop and administer the recreation program.
I. Conduct public relations programs.
J. Approve, develop and supervise the park and playground construction
and maintenance program.
K. Perform other related tasks as required.
The Director of Parks and Recreation shall be appointed by the
Mayor with the advice and consent of the Council for a term of office
as fixed by law and at an annual compensation as fixed by ordinance.
The Department of Parks and Recreation shall:
A. Provide a year-round program of wholesome recreational activities
for all Town residents.
B. Cooperate with other municipal departments, service clubs and other
organizations in furthering and coordinating recreational, cultural
and leisure-time interests in the community.
C. Plan, develop and coordinate the use of recreational, playground,
park and other related facilities.
D. Enter into agreements and understandings with the Board of Education
for joint and cooperative program planning and use of facilities.
E. Provide for the maintenance of all Town parks, playgrounds and public
grounds, including trees, lawns and landscaping appurtenant to public
buildings and the recreational areas and facilities operated by the
Town government.
Within the Department of Parks and Recreation there shall be
the following division:
There shall be within the Department of Parks and Recreation
a Division of Recreation, the head of which shall be the Superintendent
of Recreation, and this Division shall:
A. Administer and operate indoor and outdoor sports and athletic, recreational
and cultural programs and activities within our parks, playgrounds
and other facilities for the residents of our community.
B. Administer and operate community centers, social centers and recreational
functions and activities relating thereto.
C. Use and operate public school property to the extent that it is adaptable
and available for recreational programs and purposes of the Division.
D. Plan and develop public recreation areas and facilities.
E. Stimulate, promote and direct constructive leisure-time activities
for the residents of the Town.
F. Work toward the reduction of delinquency and the optimum coordination
and development of public and private recreational facilities within
the Town.
G. Sponsor, arrange and provide for the giving of indoor and outdoor
exhibitions, concerts, games and contests, employing the use of public
property for such purposes.
H. Charge and collect for the use of the Town a reasonable admission
fee where deemed advisable, for each person entering or using facilities,
exhibitions, concerts, games or contests provided under this article.
