There is hereby established a Department of Health.
The head of the Department of Health shall be the Director.
The Health Officer may be appointed as such Director.
A.
The Director shall have all of the functions, powers and duties that
are hereby or may be hereafter conferred and imposed upon him by law,
this Code and other ordinances of the Township, and he shall:
(1)
As chief administrative officer, be responsible for the proper and
efficient operation of the Department.
(2)
Enforce the provisions of state law, this Code and ordinances of
the Township providing for the prevention and control of disease and
the protection of the environment.
(3)
Administer the provisions of state law, this Code and ordinances
of the Township relating to vital statistics.
(4)
Administer a public health nursing service, health education and
environmental protection programs.
(5)
Administer public health clinics as authorized by law.
(6)
Correlate all inspections performed by the Township relating to the
codes and ordinances for which the Department is responsible.
(7)
Develop plans and submit recommendations for improving programs consistent
with N.J.S.A. 26:1A-15j and 26:3A2-21.
B.
Unless provided, all inspections, regulations and enforcement proceedings
related to the laws, codes and ordinances for which the Department
is responsible shall be under his direction and supervision. He may
designate such other public officials or employees of the Township
to perform duties as may be necessary for the enforcement of said
laws, codes and ordinances.
There shall be within the Department of Health a Health Officer,
who shall administer the provisions of state law and this Code conferring
functions, powers and duties upon a local Health Officer.
The Health Officer shall designate an employee of the Department
as the Township Registrar of Vital Statistics.
The Department of Health shall have all of the powers, duties
and authority formerly vested in the Department of Health and Environmental
Control and such additional authority as shall be necessary to enforce
the health, sanitary and environments laws of the State of New Jersey
and ordinances of the Township related thereto.
Within the Department of Health there shall be the following
divisions:
A.
The schedule of Section 1 of Ordinance No. MC 2736 is amended and
supplemented to include the creation of the following position, definition
and examples of work: Deputy Director of Health.[1]

B.
There is hereby established within the Department of Health the position
of Deputy Director of Health.
C.
Under the direction of the Director, the Deputy Director of Health
assists in the management of the Department of Health, coordinates
work programs and does related work as required.
D.
The duties and examples of the work of the Deputy Director of Health
are as follows. The Deputy Director of Health shall:
(1)
Take charge of the operation of the department in the absence of
the Director.
(2)
Set work schedules for sanitary inspectors.
(3)
Review inspector reports and make recommendations to the Director.
(4)
Review plans, drawings and permit applications and make recommendations
to the Director.
(5)
Supervise and, when necessary, make health-related inspections and
take required samples.
(6)
Draft correspondence in the course of official duties; prepare clear,
sound, accurate and informative statistical and other reports.
(7)
Supervise the creation and maintenance of essential records and files
required by the Department.
E.
The qualifications and requirements of the position are as follows:
(1)
Possession of a bachelor's degree in health or a related field and
first grade valid sanitary inspectors license and/or a health officer's
license plus three years of experience in a municipal health department,
including at least one year in a supervisory capacity.
(2)
Ability to organize assigned work, analyze Department problems and
develop effective work methods; ability to interpret laws, ordinances,
regulations and rules and to enforce the same in specific situations,
ability to assign work to subordinates in a cost effective and routine
basis; make efficient use of personnel, equipment, materials, supplies
and space.
(3)
Good health and freedom from disabling physical and mental defects
which would impair the proper performance of the required duties or
which might endanger the health and safety of oneself or others.
