The following described premises, heretofore established and
used as municipal parking areas, are hereby designated for the parking
of motor vehicles of the following persons only: employees of the
library duly authorized by the Library Board of the Town, members
and officers of the Library Board and members of the governing body
during certain specified hours.
A. Civic Square Library parking area. Beginning at a point in the easterly
line of Civic Square West, which point is 192 feet south of the intersection
with the southerly line of Clinton Avenue and thence continuing on
the same line in a southerly direction 92 feet more or less; thence
easterly at right angles to the easterly line of Civic Square 75 feet;
thence northerly at right angles 92 feet more or less; thence westerly
75 feet to a point in the easterly line of Civic Square west which
is the point and place of beginning. This description is meant to
include the parking area built and designed for the incidental use
of the Irvington Public Library.
B. Union Avenue Library parking area. Beginning at a point in the southerly
line of Lehigh Place 45 feet distant from the intersection of the
same with the westerly line of Union Avenue and thence running in
a westerly direction a distance of 55 feet more or less; thence running
at right angles in a southerly direction a distance of 65 feet more
or less; thence running at right angles and parallel to Lehigh Place
in an easterly direction a distance of 71 feet more or less; thence
running at right angles and parallel to Union Avenue in a northerly
direction a distance of 33 feet more or less; thence running at right
angles and parallel to Lehigh Place a distance of 16 feet more or
less; thence running at right angles and parallel to Union Avenue
a distance of 32 feet more or less to a point which is the point and
place of beginning.
The aforesaid parking areas being established on land owned
and maintained by the Town under the N.J.S.A. 39:4-197, the provisions
of Title 39 (Motor Vehicles and Traffic Regulations of the Revised
Statutes of New Jersey) shall be applicable to such parking areas
upon the approval of the Director of the State Division of Motor Vehicles.
Unless another penalty is expressly provided by state statute, any person who violates this article shall be subject to the penalties in §
620-4B. Vehicles parked in violation of this article may be towed.
