The Glenwood City Volunteer Fire Department shall be responsible for the program of fire defense for the citizens and property within the City of Glenwood City, Village of Downing and Towns of Springfield, Glenwood, Emerald, Forest and Tiffany.
A. 
The primary objective of the fire defense program is to serve all citizens, without prejudice or favoritism, by safeguarding, collectively and individually, their lives against the effects of fires and explosions.
B. 
The second objective of the fire defense program is to safeguard the general economy and welfare of the community by preventing major conflagrations and the destruction by fire of industries and businesses.
C. 
The third objective of the fire defense program is to protect the property of all citizens against the effects of fire and explosions. All property deserves equal protection, regardless of location or monetary value.
A. 
Membership. The Glenwood City Volunteer Fire Department shall consist of the Fire Chief, a First and Second Assistant Chief, a Secretary, a Treasurer and as many drivers and firefighters as may be appointed by the Chief.[1]

B. 
Department to adopt bylaws. The Glenwood City Volunteer Fire Department shall adopt bylaws for the control, management and government and for the regulation of business and proceedings of the Department, which bylaws shall be adopted by a two-thirds vote of the Department members and approved by the Common Council. Amendments shall be adopted in the same manner.
Applications for membership in the Department shall be filed with the Department Secretary. Each applicant also file a certificate of physical fitness from such physician as the Chief may designate. The physical will be at the City's expense for all physicals required by the City. The name of any applicant appointed by the Chief as provided in the bylaws shall be presented to the Common Council for confirmation.

The City of Glenwood City shall provide the Glenwood City Volunteer Fire Department with a fire hall which will be leased to the Fire Department at a reasonable cost.

The City of Glenwood City shall provide the Ambulance Service with a garage and office space which will be leased to it at a reasonable cost.

Individuals and property owners receiving firefighting and fire protection services will be charged a fee as set by the Glenwood City Fire Department, per call, for actual firefighting and fire protection services provided plus any out-of-pocket expenses incurred for heavy equipment rented from third parties, non-district personnel for handling hazardous substances, etc.
