No person shall walk upon or drive over or upon any street with
any automobile, bicycle, horse, wagon or other vehicle while such
street is designated as closed by appropriate signs indicating that
such street is closed, while such street is having laid thereon any
new pavement or while such street is being repaired, or thereafter,
until such street is declared open for traffic by the Director of
Public Works.
