The Municipal Alliance Committee, in consultation with the Local Advisory Committee on Alcoholism and Drug Abuse, shall identify alcoholism and drug prevention, education and community needs. The Committee shall institute Alliance programs formulated pursuant to Section 8 of P.L. 1989, c. 51,[1] established by the Local Advisory Committee on Alcoholism and Drug Abuse and the County Alliance Steering Subcommittee in conjunction with regulations adopted by the Governor's Council on Alcoholism and Drug Abuse.

The Municipal Alliance Committee shall consist of:
A. 
Members of the Citizens Conference Committee on Narcotics, which shall hereinafter consist of the following:

(1) 
The Legislative Research Officer or a designee.
(2) 
The Superintendent of Schools or a designee.
(3) 
The officer in charge of the Juvenile Bureau or a designee.
(4) 
The officer in charge of the Detective Bureau or a designee.
(5) 
The Health Officer or a designee.
(6) 
The Attendance Officer or a designee.
(7) 
Nine citizens appointed by the Municipal Council, who shall serve for terms as follows:
(a) 
Three members appointed by the Council members at large for terms of two years.
(b) 
Four members appointed by Council members representing wards for one-year terms.
(c) 
Two local high school students appointed by the Council as a whole for terms of one year.
(8) 
One citizen appointed by the Mayor, who shall serve for a term of two years.
(9) 
The Director of Public Safety or a designee.
(10) 
The President of the School Board or a designee.
(11) 
The Presiding Municipal Court Judge or a designee.
(12) 
A Police and Fire Chaplain.
(13) 
A representative from the Irvington Housing Authority.
