There is hereby established an Environmental Commission for the purpose of unifying efforts toward the solution of such diverse environmental problems as pollution and litter control, waste disposal, open space and historic sites preservation, aesthetic enhancement and beautification of the community and outdoor recreational sites needs.

The Commission shall be known as the "Irvington Environmental Commission."

A. 
The Commission shall consist of five members appointed by the Mayor with the advice and consent of the Municipal Council. One of the members shall be a member of the Planning Board. The remaining members shall be from the citizenry at large. Commission members shall serve without compensation. The Mayor shall designate one of the members to serve as Chairman and presiding officer of the Commission. The full term of office of each Commissioner shall be three years, provided that the terms of the Commissioners first appointed pursuant hereto shall be as follows:
(1) 
Two members shall be appointed for three years.
(2) 
Two members shall be appointed for two years.
(3) 
One member shall be appointed for one year.
B. 
Thereafter, the successor of each member shall be appointed for the full term of three years and until the appointment and qualification of his successor. A vacancy occurring otherwise than by expiration of a term shall be filled for the unexpired term only.
The Environmental Commission shall have the following powers and duties:
A. 
To conduct research into the use and possible use of any open land areas of the municipality.
B. 
To coordinate the activities of unofficial bodies which are or might be organized for similar purposes.
C. 
To advertise, prepare, print and distribute books, maps, charts, plans, pamphlets, posters, etc., and conduct contests or promotional campaigns which in its judgment it deems necessary to promote its purpose as listed in § 22-17 and within the limits of funds appropriated to the Commission by the Town Council or solicited by the Commission from interested private or other sources.
D. 
To gain expertise in taking advantage of the many kinds of state, federal and private grants and matching funds available for dealing with such problems as open space and green acres acquisitions, local planning, recreational needs and other problems related to the preservation and betterment of our local environment.
E. 
To recommend from time to time to the Mayor, Municipal Council and Town Planning Board plans and programs for promoting the purposes and objectives of the Commission.
F. 
To hold meetings once monthly on a date and time to be selected by it.
G. 
To select a Secretary, either from its membership or from some other source, who shall have the duty to keep its records and the minutes of its meetings and to carry on its correspondence.[1]

To keep records of the meetings and activities of the Commission and to make an annual report to the Municipal Council.
