There is hereby established a Student Advisory Council which
shall have such functions, powers and duties as may herein or hereafter
be delegated to it by the Municipal Council by ordinance.
The Municipal Council intends to promote, through the Student
Advisory Council, a representative liaison between the student body,
Mayor, Municipal Council and Board of Education for the purpose of
obtaining the thoughts and advice on matters related to teenagers
from a representative group of the student population; for the purpose
of closing the gap between adults and teenagers in the Township; for
the purpose of allowing the student population to add input into the
processes involved with municipal government and educational administration;
and for the purpose of receiving valuable input from the student population
on various educational and municipal policies and issues.
The Student Advisory Council shall give recommendations, thoughts
and advice on matters related to teenagers to the Board of Education,
Municipal Council and Mayor of the Township of Irvington for the purpose
of allowing the student population to add input into the process involved
with municipal government and educational administration. It is recognized
that this is a committee of the Municipal Council and, as such, the
Student Advisory Council shall report on a quarterly basis to the
Municipal Council.
The Student Advisory Council shall meet after the second week
from the effective date of this article for organizational purposes. Said meeting shall be convened
by the Council President and/or her designee or designees. At said
meeting the Student Advisory Council shall appoint the adult advisor,
Chairman and Secretary. The Secretary need not be a member of the
Student Advisory Council. Thereafter, the Student Advisory Council
shall meet once a month. The Chairman shall preside over all meetings
of the Student Advisory Council but shall have no additional powers
or privileges. In the event of the absence of the Chairman, the Student
Advisory Council shall select a Chairman Pro Tem to preside over the
meeting. The Secretary shall take the minutes of all meetings of the
Student Advisory Council and perform such secretarial duties as may
be prescribed by the Student Advisory Council. The minutes of all
meetings and all recommendations affirmatively voted upon by a majority
of the full membership of the Student Advisory Council shall be distributed
to the Municipal Council, Mayor and Board of Education. Any other
matters that may come before the Student Advisory Council for a vote
shall become effective upon the affirmative vote of a majority of
the full membership of the Student Advisory Council. Except as otherwise
provided in this article, the conduct of business of the Student Advisory
Council shall be governed by Robert's Rules of Order. The municipality
shall provide a meeting place for Student Advisory Council meetings.
