There is hereby established an Irvington Municipal Youth Council which shall have such functions, powers and duties as may be delegated to it by the Municipal Council and as may be otherwise provided by ordinance.
A. 
The Municipal Council intends to promote, through the Youth Council, a truly representative liaison between the Council, the Mayor and youth they represent and to obtain their thoughts, advice and insight into issues relative to the youth of the Township of Irvington.
B. 
"Youth" shall mean any person under the age of 18.
In addition to serving in the capacity as so defined in § 22-32 of this article, the Youth Council shall have the following responsibilities:
A. 
Assist to the extent needed in coordinating and carrying out community plans, services and programs affecting the well-being of the youth of the community. This includes programs and services addressing the issues of violence, drug abuse, peer pressure, juvenile delinquency and any other harmful influences that the Municipal Council, Mayor and Youth Council may so determine to be in need of redress.
B. 
The Council may also make recommendations and devise and submit plans to the governing body and Mayor addressing problems that they have so identified as negatively impacting upon the youth of the Township of Irvington.
C. 
They may request cooperation, assistance and data from various municipal officials, departments and agencies that will assist them in carrying out their purpose and objectives. Department directors shall assist them as needed.
A. 
Members of the Youth Council shall be appointed by the Municipal Council and Mayor in the following manner:
(1) 
One member appointed by each member of the Municipal Council.
(2) 
One member appointed by the Mayor.
(3) 
One member selected by the Municipal Council as a whole. The appointments shall run for a period of two years.
B. 
Any member who shall miss more than three consecutive meetings without being excused by the Chairperson shall have his/her seat declared vacant or null and void. In the event said occurs, the Council member making such appointment shall make a new appointment to fill such vacancy.
The Council shall select from its membership a Chairman, Vice President and Secretary to serve for a two-year term.
A. 
The Council shall meet once a month or at such times as a majority of the membership shall so decide. The Chairman is empowered to call special meetings if such is deemed necessary.
B. 
Subject to the approval of the Municipal Council, such expenses as are necessary for the functioning of the Youth Council shall be provided by the Township.
