Unless otherwise provided herein, Township-owned motor vehicles shall only be available for use by Township employees during regular business hours and in the course of the normal and necessary operations of the Township and/or its departments or agencies.

No Township employee may take home a Township-owned vehicle after regular business hours unless its use falls within any of the hereinafter set forth exceptions:
A. 
The animal control vans may be taken home by the Animal Control Officers.
B. 
The Business Administrator may, for good cause, grant permission to any employee to take home a Township-owned motor vehicle, provided that such permission is given in writing and it is in the furtherance of Township business. The Mayor and Township Council shall be notified in writing of the reasons for granting such permission within seven business days thereof.
C. 
Township-owned motor vehicles which are taken home, after regular business hours, during emergencies such as snow storms, rain storms and public health crises. The Business Administrator shall notify, in writing, the Mayor and Council of such emergency use within three business days thereof. The Business Administrator shall also prepare and distribute to all employees written criteria for determining the appropriateness of taking home a Township-owned motor vehicle during emergencies.
D. 
The Fire Chief's Township-owned motor vehicle may be taken home by the Fire Chief only.
E. 
The Public Safety Director's Township-owned motor vehicle may be taken home by the Public Safety Director only.

No elected official may take home or use a Township-owned motor vehicle except in an emergency such as a snow storm, rain storm or public health crisis or when, in furtherance of Township business, such official must travel outside the boundaries of the Township of Irvington.

The Township of Irvington shall, to the best of its ability:
A. 
Take proactive steps to encourage and monitor compliance with the idling regulations by drivers of Essex County, Township of Irvington owned vehicles as well as by drivers of other vehicles operating within the Essex County Township of Irvington;
B. 
Implement best management practices to minimize exposure of children to diesel emissions from school buses;
C. 
Utilize ultra-low-sulfur diesel in Essex County, Township of Irvington owned equipment prior to the September 2006 federal mandate; and
D. 
Identify opportunities for cost-effective retrofitting of diesel vehicles within Essex County, Township of Irvington owned fleets.
