No building or structure within the Township of Irvington may be demolished or removed unless the same is first completely exterminated in accordance with § 449-4 of this Code to rid the premises of infestation of vermin and rats. The Building Inspector shall require a certification in writing from a reputable exterminating company that it has treated the building and premises for the extermination of vermin and rats. The certification shall set forth the date on which the buildings and premises were treated, and a minimum period of seven days must elapse from the time premises were treated before a demolition permit will be issued.
Before a building or structure may be demolished or moved, the owner or agent shall notify all utilities having service connections within the building, such as water, electric, gas, sewer and other connections. A permit to demolish or remove a building shall not be issued until a release is obtained from the utilities stating that their respective service connections and appurtenant equipment, such as meters and regulators, have been removed or sealed and plugged in a safe manner.
In demolishing any building or structure or part thereof, all bricks, timbers and other parts of each story shall be lowered to the ground immediately after displacement. The material to be removed shall be properly wet to lay the dust incident to its removal.
Before any owner, architect, builder or contractor commences demolishing any building or structure, such person shall:
A. 
File with the Building Inspector certificates of policies of insurance in favor of the owner and contractor for public liability in the sum of $300,000 for personal injury and property damage with contingent liability coverage in favor of the Township, in connection with such operations; and
B. 
Deposit with the Building Inspector a certified check payable to the Township of Irvington in the amount of $2,500 to insure proper performance by the contractor. In the event that the contractor fails to repair sidewalks, curbs or streets damaged by him, or properly place, fill or repair other damages caused by him, the Township may, upon 10 days' written notice to the contractor, cause such damage to be repaired and all costs thereof deducted from said deposit. Any balance remaining shall be returned within 90 days of the completion of all work by the Township together with an itemized statement of work performed.
The fee for a permit for the demolition of a building or structure shall be at a rate set out in Chapter 240, Construction Codes, Uniform.
