For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
JUKEBOX or MUSIC BOX
Any music vending machine, contrivance or device which, upon the insertion of a coin, slug, token, plate, disk or key into any slot, crevice or other opening, or by the payment of any price, operates or may be operated for the emission of songs, music or similar amusement.
KIDDIE CAROUSEL
A mechanically or electrically operated device containing a platform which revolves or agitates and on which are located miniature wooden, metallic or plastic forms of horses or other objects for the seating accommodation of children of tender years and who are charged an admission fee or charge for receiving a ride thereon.
WEIGHING MACHINE
Any machine, device or contrivance containing a platform which, upon the insertion of a coin, slug, token, plate, disk or key into any slot, crevice or other opening and the placing of an object or person upon such platform, registers the weight of the object or person.

No person shall operate a kiddie carousel in the Town, and no person shall distribute, locate or place, or continue to locate, place or distribute or have in the possession of any person, owner, occupant, tenant, lessor, lessee or licensee of any premises located in the Town where members of the public at large are invited to enter or where members of a club, lodge or association or their guests are invited to enter, any jukeboxes or music boxes or weighing machines, without first having obtained from the Division of Licensing of the Town a license to do so.
Every person desiring to obtain a license as is provided for by this article shall fill out and sign an application form to be furnished by the Division of Licensing of the Town and deposit with such application the license fee as fixed by this article.

The annual fees for licenses pursuant to this article, which are fixed for the purpose of revenue as well as for regulation and control, are as follows. In the event, however, that a license is granted at a time when there is less than six months of the license year to run, the license fee shall be prorated accordingly.
A. 
The annual fee for a license for a kiddie carousel shall be $141 initially and the sum of $30 per carousel.
B. 
The annual fee for a jukebox or music box shall be $65 per machine.
C. 
The annual fee for a license for weighing machines shall be $68 per machine.
The licenses provided for by this article shall be for the period of one year from the first day of February and shall not be transferable.
The licenses provided for by this article shall be posted permanently and conspicuously at the location of the machine.
Every license issued under this article is subject to the right of the Town, which is hereby expressly reserved, to revoke the same should the licensee, directly or indirectly, permit the licensed article to be used in such a way as to be inimical to the health, morals or safety of the inhabitants or the citizens of the Town or violate any of the terms of this article. However, before a license shall be revoked, there shall be a hearing before the Director having jurisdiction over the Division of Licensing, who shall set a time and place for such a hearing and give written notice of such hearing, by registered or certified mail, return receipt requested, at least five days in advance of the date of such hearing. Such notice shall be addressed to the licensee at the address stated in the application signed by such licensee.
If the Division of Licensing shall discover that any kiddie carousel, jukeboxes or music boxes, coin-operated skill amusement machines or weighing machines are being operated without a license or are being used for a purpose which is destructive of the health, morals or safety of the citizens of the Town, such machine may be seized and impounded by the police or the person operating such machine may be charged with a violation of this article.

B. 
Any person, firm or corporation found guilty of a violation of any other terms of this article shall be subject to the penalty set forth in Chapter 1, Article III, Penalties, of the Township Code.
