All residential properties with existing garages must have fully functioning garage doors, so that the interior of said garages is secured and shielded from public view.
Violations of any provision of this article shall be punishable as follows:
A. 
For the first violation: a fine of $50.
B. 
For the second violation: a fine of $250.
C. 
For the third violation: a fine of $500.
D. 
For the fourth violation: a fine of $1,000. In addition, a mandatory court appearance is required for the fourth violation.

Upon notice to the owner or occupant of the premises of a violation of this article, said owner or occupant shall have 30 days to abate said condition.
