As used in this chapter, the following terms shall have the meanings indicated:
DRY-CLEANING PLANT
Any establishment in which clothing is dry cleaned on the premises. Such an establishment may or may not include customer drop-off and pickup.
DRY-CLEANING SHOP
A retail establishment used primarily for the purpose of dropping off or picking up clothing by customers for dry-cleaning purposes. No dry cleaning is conducted on the premises, but clothing is sent for dry-cleaning purposes off premises.
LAUNDRY/LAUNDERETTE
A business premises equipped with individual clothes-washing machines for use of retail customers, exclusive of laundry facilities provided as an accessory use in a residential structure.
No laundry or launderette shall be conducted in any building devoted exclusively to residential occupation or in any residential portion of a building, except that there may be established in any portion of a building, except that there may be established in any such building one or more washing or laundry facilities which shall be used solely by and for the convenience and service of the residents of such building. Such washing and laundering facilities shall be constructed and operated in accordance with the regulations and conditions set forth in and under the provisions of this chapter which are applicable thereto.

The entire premises devoted to the business of a laundry or launderette shall be kept in a clean and sanitary condition at all times, and all areas where the work of washing or laundering is performed shall be adequately ventilated and provided with sufficient natural or artificial light.
All walls in premises devoted to the business of a laundry or launderette shall be covered with nonabsorbent paint or cement or other impervious material.
The flooring in any room or area of a laundry or launderette where the work of washing or laundering is performed shall be of impervious material and shall be graded and sloped to a drain properly trapped and vented to prevent flooding or collection of wastewater due to overflow and dripping. All plumbing work in such premises shall conform to the provisions of the applicable codes and ordinances of the Town and any amendment or revision of such codes and ordinances as well as provisions of applicable laws of the state.
There shall be available in all premises devoted to the business of a laundry or launderette an adequate supply of water for flushing and cleaning purposes. There shall be a separate water service from the curb sufficiently large to adequately supply all laundry devices and in no case less than 1 1/2 inches in diameter.
Machines used for washing or laundering in laundries and launderettes shall be thoroughly clean before any clothes or other materials are placed therein for cleaning. Separate hot-water heating facilities sufficient in size and capacity to deliver water to each machine at 160° F. at all times during the cleaning process shall be provided.
All machines used in any laundry or launderette shall be mounted and cushioned so as to prevent unreasonable noises and vibration to the detriment of the neighbors in the immediate vicinity of the premises.
It shall be unlawful for the owner or operator, or any agent or employee thereof, of any laundry or launderette to knowingly receive, or for any person to deliver to any laundry or launderette, for any handling, service or treatment whatever, any household washing, garments, bedclothes or other articles which come from the occupants of any house or premises under quarantine for a communicable disease. To this end, every laundry or launderette shall keep a record of those who bring articles to their establishment for handling by them, and they shall also post a notice in a prominent part of the room where the articles are received that it is unlawful for them to be received or delivered for handling under such circumstances.
No laundry or launderette shall permit infants' diapers or any other materials containing bodily excrements or discharges to remain on the exterior portion of its premises.

A. 
The operation of any laundry or launderette shall commence not earlier than 6:00 a.m. and shall not continue after 11:00 p.m.
B. 
All machines shall be off and not in operation no later than 11:00 p.m. No customers shall be allowed inside the premises after 9:30 p.m. for the purpose of using the laundry facilities. However, any customers inside the facility shall be allowed to complete the processing of their garments.

A. 
In all laundries and launderettes there shall be provided suitable first aid fire protection in accordance with the Standard for Portable Fire Extinguishers (N.B.F.U. No. 10). There shall be no spotting operations using flammable liquids, and no flammable liquids or solids of any kind shall be used or stored on the premises.
B. 
All lint refuse shall be removed from all traps after the close of each day's work and shall be deposited in approved waste cans and removed from the premises for disposal. At all other times trap covers shall be kept securely in place.
C. 
Flammable liquids shall not be used for cleaning floors of the premises.
D. 
There shall be an attendant present at all times when the premises are in operation for the proper maintenance and supervision of the premises and machinery for the protection of the health, safety and welfare of the public.

Within the confines of the Township of Irvington, no dry-cleaning plants, dry-cleaning shops, laundries or launderettes shall be located within 1,000 feet of each other. The distance between dry-cleaning plants, dry-cleaning shops, laundries or launderette businesses shall be measured from the nearest entrance of the existing business to the nearest entrance of the proposed new business, along the route that a pedestrian would normally walk. This section shall apply to new businesses only when measuring from an existing dry-cleaning plant, dry-cleaning shop, laundry or launderette.
