The developer shall observe the requirements and principles of site plan approval set forth in this article in the design of each site plan or portion thereof.
The site plan shall be consistent in layout or arrangement with the requirements of Chapter 650, Zoning.
A. 
The site plan shall provide a safe and efficient circulation system for the movement of vehicles and pedestrians into, out of and within the site.
B. 
Access driveways.
(1) 
Driveway location. All entrance and exit driveways shall be located so as to afford maximum safety to and minimum disruption of traffic on the street. Where practicable, no part of any driveway entrance or exit to a public street shall be closer than 50 feet to the right-of-way line of any intersecting street. Where the frontage of the lot is too narrow to permit the above distance, the driveway shall be located as far from the intersection as possible but in no case any closer than 25 feet from a public pedestrian crosswalk.
(2) 
Traffic signs. To facilitate the safe and efficient movement of traffic into and out of a site, the Planning Board or Zoning Board of Adjustment may require the installation of specified directional, regulatory or advisory signs or pavement markings at designated locations on the site. Where required on the site, all devices must conform to the current Manual on Uniform Traffic Control Devices. Where required off-site on the public right-of-way, all devices will be installed by the municipality in accordance with the current Manual on Uniform Traffic Control Devices. The prorated cost of said off-site improvements shall be borne by the developer.
(3) 
Number of driveways. The number of driveways provided from a site directly to any one street shall not exceed one driveway for a lot frontage of 100 feet or less, two driveways for a lot frontage of up to 200 feet, and one additional driveway for each 200 feet of lot frontage over 200 feet. Where more than one driveway is permitted, the Planning Board may require that each driveway be designated as either an exit or an entrance where such designation will facilitate vehicle and pedestrian movement within the site without hindering traffic movement on the street.
(4) 
Driveway and interior road dimensions. The dimensions of entrance and exit driveways and interior roads shall be adequate to accommodate the volume and character of vehicles anticipated to be using the site, but not wider than necessary to accommodate the expected traffic at a speed of 15 miles per hour. All driveways shall require depressed curb construction, and driveway pavement shall extend to the curb of the street with which it connects. Provisions must be made for handicapped, barrier-free construction. The required minimum and maximum dimensions for driveways and interior roads are as follows:
(a) 
Multiple dwelling, five to 10 families: one-way operation, minimum 12, maximum 15; two-way operation, minimum 20, maximum 26.
(b) 
Multiple dwelling, over 10 families: one-way operation, minimum 12, maximum 18; two-way operation, minimum 20, maximum 26.
(c) 
Commercial and industrial: one-way operation, minimum 15, maximum 24; two-way operation, minimum 26, maximum 40.
(d) 
Gasoline station: one-way operation, minimum 18, maximum 25: two-way operation, minimum 25, maximum 36.
C. 
Off-street parking and loading areas.
(1) 
The site plan shall provide for sufficient parking spaces, driveways, maneuvering areas and loading zones to meet the requirements of Chapter 650, Zoning.
(2) 
An off-street parking area shall be marked off into individual parking stalls each 10 feet by 20 feet in size and shall provide a minimum area of 300 square feet inclusive of access driveways and turning areas.
(3) 
An off-street truck loading stall shall have a minimum width of 10 feet, a minimum length of 45 feet and a minimum clear height of 14 feet.
(4) 
No parking or truck loading stall shall be located within 10 feet of a residential building.
(5) 
Entrances and exits and driveways to a parking or truck loading area shall be paved and shall include turning areas and shall be so designed as to assure ease of mobility, ample clearance and safety of vehicles and pedestrians.
(6) 
A parking or truck loading area shall be surfaced with concrete or asphaltic mix and sufficiently drained so as to prevent an accumulation of water on the surface of the areas. In no case shall drainage of any sort be permitted across the public walk into the roadway.
(7) 
A parking area shall be illuminated if used after sunset, and such illumination shall provide a minimum of 0.4 lumens per square foot for self-parking and 0.8 lumens per square foot for attendant parking and shall be shielded from motorists using the streets or adjoining residential properties.
(8) 
Planting strips, consisting of suitable shrubbery or hedges with a minimum height of five feet and a density to shield effectively the year-round undesirable visual exposure, shall, where feasible, be provided around hard-surface parking or truck loading areas.
(9) 
An off-street parking area which provides parking for 50 or more vehicles shall, where feasible, be so designed that not less than 5% of the said area, exclusive of required planting strips, shall be devoted to landscaping.
(10) 
Off-street parking and loading areas shall be designed to prevent the maneuvering of vehicles into or out of parking or loading spaces within any portion of a driveway that is within the right-of-way line of any street. Off-street parking and loading areas shall be designed so as to avoid the necessity of vehicles backing into any street from the site.
D. 
Customer service areas. Any use such as a bank or gasoline station that provides or expects to provide temporary stopping space or maneuvering space for vehicles of patrons seeking service from their cars shall show such space on the site plan. A gasoline station shall provide at least two stopping spaces per pump. A bank shall provide at least eight stopping spaces per drive-in teller station. All such stopping spaces shall be located so as not to block any entrance or exit driveway, unless such driveway is designed for the exclusive use of cars patronizing a drive-in bank window. Stopping spaces shall be at least 20 feet long and eight feet wide and shall be located entirely within the confines of the lot.
E. 
Sidewalks.
(1) 
Sidewalks shall connect the main entrance of each building with the street or with the interior road giving access to the building. Interior roads giving access to buildings shall have sidewalks on both sides of such road. Sidewalks shall further be provided where needed to protect the safety of pedestrians. All sidewalks shall be constructed to meet the requirements of the Municipal Engineer and the Code of the Town of Irvington.
(2) 
Pedestrian walks and sitting areas shall be concrete surfaced and properly illuminated if in use after sunset.
(3) 
The entire route or alignment of pedestrian walks shall be visible from a street or other public way.
(4) 
A private pedestrian walk shall have a minimum paved width of four feet, and if dedicated to the municipality as a public walkway, the pedestrian walk shall have an easement with a minimum width of 10 feet.
F. 
Paving and curbing. Paving and curbing shall meet the requirements of the Municipal Engineer.
A. 
Surface runoff. Provisions shall be made for safe and adequate drainage of the surface runoff waters in and from the premises so that flooding and erosion of the property and the property of others will be prevented. Calculations on which the design of drainage facilities is based shall be submitted with the site plan.
B. 
Each development shall be required to provide adequate drainage facilities along public streets. Where runoff from the development requires enlargement, modification or reconstruction of existing municipal drainage structures, such development shall pay the pro rata cost of such improvement.
C. 
All drainage facilities shall be constructed to meet the requirements of the Municipal Engineer.
D. 
In no case shall drainage of any sort be permitted across the public walk into the roadway.
A. 
The site plan shall provide for adequate sewage disposal and water supply systems to meet the requirements of the Municipal Engineer.
B. 
The site plan shall include a snow storage area with adequate provision for drainage.
A. 
The site plan shall include a landscaping plan indicating the type of landscaping to be installed and the type, size and specie of trees and shrubs to be planted.
B. 
Portions of all front, rear and side yards which are not used for required driveways, sidewalks, off-street parking or loading, accessory buildings or playground areas shall be planted with trees, shrubs, plants and grass lawns or ground cover in order to ensure the attractiveness of the premises and the protection of the soil thereon. Not more than 10% of such areas to be planted may be covered with stones or pebbles in lieu of grass or ground cover. Existing trees of six-inch caliper or over shall not be removed unless they are so located as to interfere unduly with construction.
C. 
Where nonresidential uses or areas abut a residential building or development, there shall be provided, where feasible, on the nonresidential lot or area adjacent to the side and rear lot line of a residential lot or area, a planting strip not less than six feet wide, consisting of suitable shrubbery or hedges maintained at a height of 10 feet and a density to shield effectively the year-round undesirable visual exposure so as to provide a natural protective screen from incompatible uses and surroundings.
D. 
Landscaped areas shall be used for piling snow rather than the public right-of-way.
Provision shall be made for the indoor or enclosed storage and pickup of garbage and refuse, to be approved by the Municipal Engineer.

A. 
As used in this section, the following terms shall have meanings indicated:
MULTIFAMILY HOUSING DEVELOPMENT
A building containing three or more dwelling units occupied or intended to be occupied by persons living independently of each other, or a group of such buildings.
RECYCLING AREA
Space allocated for collection and storage of source-separated recyclable materials.
B. 
There shall be included in any new multifamily housing development that requires subdivision or site plan approval an indoor or outdoor recycling area for the collection and storage of residentially generated recyclable materials. The dimensions of the recycling area shall be sufficient to accommodate recycling bins or containers which are of adequate size and number, and which are consistent with anticipated usage and with current methods of collection in the area in which the project is located. The dimensions of the recycling area and the bins or containers shall be determined in consultation with the Municipal Recycling Coordinator and shall be consistent with the District Recycling Plan adopted pursuant to Section 3 of P.L. 1987, c. 102 (N.J.S.A. 13:1E-99.13), and any applicable requirements of the Municipal Master Plan adopted pursuant to Section 26 of P.L. 1987, c. 102.[2]

C. 
The recycling area shall be conveniently located for the residential disposition of source-separated recyclable materials, preferably near, but clearly separated from, a refuse dumpster.
D. 
The recycling area shall be well lit and shall be safely and easily accessible by recycling personnel and vehicles. Collection vehicles shall be able to access the recycling area without interference from parked cars or other obstacles. Reasonable measures shall be taken to protect the recycling area, and the bins or containers placed therein, against theft of recyclable materials, bins or containers.
E. 
The recycling area or the bins or containers placed therein shall be designed so as to provide protection against adverse environmental conditions which might render the collected materials unmarketable. Any bins or containers which are used for collection of recyclable paper or cardboard and which are located in an outdoor recycling area shall be equipped with a lid or otherwise covered so as to keep the paper or cardboard dry.
F. 
Signs clearly identifying the recycling area and the materials accepted therein shall be posted adjacent to all points of access to the recycling area. Individual bins or containers shall be equipped with signs indicating the materials to be placed therein.
G. 
Landscaping and/or fencing shall be provided around any outdoor recycling area and shall be developed in an aesthetically pleasing manner.

Outside storage, when permitted, shall only be permitted in areas approved by the Planning Board or Zoning Board of Adjustment. Such areas shall, as nearly as may be practicable, be shielded from public view and protected by adequate fencing and screening.
Retaining walls shall be designed and constructed to meet the requirements of the Building Inspector.
The Planning Board may require provision of such additional measures as it deems necessary to protect public areas or neighboring properties from adverse effects of the proposed development which would be harmful to health, safety, conservation of property values and general welfare.
