Except as otherwise provided in this article, all of the records
of the Commission shall be open to the public and available for inspection
during normal business hours. A member of the Commission, or any person
who may, from time to time, be designated by the Commission, shall
be present at all times during any inspection of any record of the
Commission.
The initial application and all reports of investigations and
inquiries into the character and reputation of applicants shall be
kept in the strictest confidence and shall not be open to public inspection.
All examination materials shall be confidential and shall not
be open to general public inspection.
