The legislative power of the City shall be vested in and exercised by a City Council composed of five duly elected Council members. The legislative powers of the City shall be vested in and exercised by the Council in accordance with the Charter.
All meetings of the Council shall be governed by rules and procedures promulgated by the Council. Council hereby adopts its initial Rules and Procedures which are attached hereto, made a part hereof and marked as Exhibit A.[1] These Rules and Procedures can be amended from time to time via ordinance.

The City Clerk shall be primarily responsible for discharging the functions set forth in § 2.15 of the Charter. The Manager, or his or her designee, shall have access to the record book at all times and in the absence of the Clerk may make the book available for public inspection as permitted by law.
