A. 
The Borough of Penns Grove is hereby divided into districts of different types, each type being of such number, shape, kind and area and of such common unity of purpose and adaptability of use that are deemed most suitable to carry out the objectives of this chapter.
B. 
Every parcel of land and every building or other structure in the Borough, except as otherwise provided by law or by ordinance, shall be subject to the regulations, restrictions and requirements specified for the district in which it is located.
The districts are established and designated as follows:
R-1 District — Residential 1
R-2 District — Residential 2
R-3 District — Residential 3-Multifamily
COS District — Commercial, Office, Service
H-C/I District — Highway-Commercial/Industrial
M-1 — Marina District 1

Districts are bounded and defined as shown on the map titled "Zoning Map of the Borough of Penns Grove," which accompanies and which, with all explanatory matters thereon, is hereby made a part of this chapter.[1]

Editor's Note: The Zoning Map is included as an attachment to this chapter. Ordinance No. 99-20, adopted 10-19-1999, amended the Zoning Map to list the tax blocks and lots included in the M-1 and M-2 Marina Zones. This list is on file in the Borough office.
Where uncertainty exists with respect to the boundaries of a district as indicated on the Zoning Map, the following rules shall apply:
A. 
Where district boundaries are indicated as approximately coinciding with the center lines of streets, highways, railroad lines or streams, such center lines shall be construed to be such boundaries.
B. 
Where district boundaries are so indicated that they approximately coincide with lot lines, such lot lines shall be construed to be said boundaries.
C. 
Where district boundaries are so indicated that they are approximately parallel to center lines of streets or highways, such district boundaries shall be construed as being parallel thereto and at such distance therefrom as indicated on the Zoning Map.
D. 
Where district boundaries divide a lot, the locations of such boundaries are deemed to be lines which connect two identification points.
A. 
R-1 Residential 1 District. The purpose and intent of this district is to retain the character of existing single-family residential areas, to maintain the existing low residential density and to encourage the preservation of permanent open space by providing appropriate standards, to exclude activities incompatible with development and to create conditions conducive to carrying out the broad purposes of this chapter.
B. 
R-2 Residential 2 District. The purpose and intent of this district is to retain the character and to maintain the existing medium residential density areas where single-family homes are permitted, as well as variations on single-family attached homes, and to encourage serviceable and efficient land development while providing for the preservation of permanent open space and to create conditions conducive to carrying out the broad purposes of this chapter.
C. 
R-3 Residential 3 District. The purpose and intent of this district is to provide appropriate areas for multifamily development in order to broaden the Borough's housing base and, therefore, serve a greater variety of housing needs, to provide reasonable standards to prevent overcrowding of land, to regulate the density of population, to avoid undue congestion in the streets, to allow for the harmonious development of apartments and other uses which are compatible with higher density residential development and to create conditions conducive to carrying out the broad purposes of this chapter.
D. 
COS Commercial, Office, Service District. The purpose and intent of this district is to provide areas for modern office, retail, specialty, personal service, business uses and civic offices and uses in areas where said uses already exist and to promote the development of this district as a Borough core, encouraging coordinated efforts to meet circulation and parking needs, to provide for the public convenience and to fulfill the other broad purposes of this chapter.
E. 
H-C/I Highway-Commercial/Industrial District. The purpose and intent of this district is to provide reasonable standards for the orderly development of highway-oriented businesses, commercial uses and industrial uses; to provide for the development of those businesses which, due to the nature of their activities, must most appropriately be located with adequate street frontages along major roads; to avoid undue congestion on the streets; and to otherwise create conditions conducive to carrying out the broad purposes of this chapter.
F. 
M-1 Marina District. The purpose and intent of this district is to provide standards for mixed-use commercial development in the area of the Borough directly adjacent and proximate to the Delaware River and to provide standards to encourage the preservation and redevelopment of the unique characteristics of the existing Borough area as an extension of the current core business district.

G. 
M-2 Marina District. The purpose and intent of this district is to provide standards for limited conversion of residential uses to commercial uses that are compatible with existing neighborhoods and uses that accommodate the outgrowth of business uses from the M-1 Marina District.
