B.
The application fees above are flat fees to cover administrative expenses. In addition to this application fee, an applicant for site plan review is responsible for all review fees to cover the costs of professional services including engineering, legal, and other expenses connected with the submitted materials. An escrow deposit pursuant to § 158-71A must accompany the application along with the application fee. Within 14 days of the submission of the application, an additional review fee may be required if recommended by the Borough Engineer, up to a maximum total pre-application deposit of $500. Any additional required deposit must be received by the Borough by the end of the business day prior to the Planning Board meeting in order for the application to be heard. Sums not utilized in the review process shall be returned to the applicant. Sums required for review that exceeds the deposit must be paid to the Borough before a construction permit will be issued.
C.
Where one application for development includes several approval requests, the sum of the individual application fees listed in Subsection A above shall be paid.
D.
If an applicant desires a court reporter, the cost of taking testimony
and transcribing the Board hearing as well as providing a copy of
the transcript to the Borough shall be solely at the expense of the
applicant who shall arrange for the reporter's attendance.
E.
No municipal action will be taken as to any application required
to be approved by the Planning Board, unless verification is provided
that all monetary payments legally due to the Borough for property
taxes, water and/or sewer use charges, assessments, development review
fees from this or any other application or any other municipal matter
are fully paid in accordance with law.
