No rule or regulation made by any department, office, agency
or authority of the City, except such as relates to the organization
or internal management of the City, shall take effect until it has
been approved as to form and legality by the Solicitor and approved
by the Manager. City Council shall receive all such rules and regulations
and they shall be filed with the Manager.
Whenever any time established by this chapter for the taking
of any action expires on a Sunday or any legal holiday, such time
shall not expire on said day but shall expire on the next workday.
The provisions of this chapter shall be severable, and if any
of its provisions shall be held to be unconstitutional or illegal,
the validity of any of the remaining provisions of the chapter shall
not be affected thereby. It is hereby expressly declared as the intent
of the Council that this chapter would have been adopted had such
unconstitutional or illegal provision or provisions not been included
herein.
The City Solicitor shall be furnished by the Directors of the
various departments with statements of claims which remain due and
unpaid within 30 days from the date said claim became due and payable.
The City Solicitor shall enter such claim in the City lien docket.
Upon payment of any claim so entered, it shall be the duty of the
City Solicitor to cause satisfaction to be entered upon the proper
record.
