All sidewalks or footwalks in the Borough of Spring Grove, wherever the same are required, shall be paved with brick, stone or artificial stone or cement for a width of or less than four feet; and wherever the entire width of the around laid out, reserved, set apart, dedicated or condemned for sidewalks shall not be paved, the part thereof not paved shall be graded and leveled and provided with a firm surface of earth, gravel or cinders, well rolled or tamped, so that said surface shall form, in connection with the pavement on said ground, a continuous, even and uniform surface of the required grade and slope.
All cutters in said Borough, wherever the same are required, shall have a minimum width of 2 1/2 feet and shall be paved with brick, stone or artificial stone or cement; and the grade, slope, form, shape and depth thereof shall in all cases be fixed and determined by Council, taking into consideration the location and surrounding conditions.
Wherever the entire width of the around laid out, reserved, set apart, dedicated or condemned for sidewalks or footwalks shall be paved, the pavement shall be placed or located immediately inside of the curbline or inner edge of the gutter; provided that Council, in its discretion, may permit pavements to be placed or located at a reasonable and convenient distance from the curbline.
All sidewalks or footwalks shall be graded, constructed and paved at and in conformity with the established grades of the respective streets or alleys and shall have a uniform slope toward the gutter not exceeding 1/2 of one inch per foot; and the Street Committee of the Council of said Borough shall, whenever requested by any person or persons about to grade, construct, pave or repair a pavement and gutter, or either, ascertain and mark the grade at which such sidewalk or footwalk and gutter, or either, shall be graded, constructed or paved, and the grade so ascertained and marked shall in all cases be the proper grade for such sidewalk or footwalk and gutter.
All gutters and paved parts of sidewalks or footwalks constructed of bricks or stones shall be constructed by laying the bricks or stones on a firm foundation or bed of sand or coal ashes, with close-fitting filled joints, and shall have no loose bricks or stones, and all gutters and paved parts of sidewalks or footwalks constructed of artificial stone or cement shall have a firm surface and shall have no loose parts.
